b. If improvements referred to herein are not completed prior to approval of the Final Map, the subdivider shall execute an agreement with the County of San Joaquin ensuring the completion of improvements within one year after recording the Final Map. (Development Title Section 9-1111.3[j]) c. A Preliminary Soils Report is required in accordance with County standards for the purpose of determining the R-Value for the design of the roads. (Development Title Section 9-910.2) d. A grading plan shall be submitted as part of the improvement plans and approved prior to approval of the Final Map. The grading plan shall contain the information listed in the California Building Code, Appendix, Chapter 33, Section 3309,with complete drainage details and elevations of adjacent parcels. Retaining wall details shall be submitted where applicable. Grading in excess of 5,000 cubic yards shall comply with Sections 3309.3 and 3309.4 for"Engineered Grading Requirements." e. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices, Caltrans Traffic Manual, and/or San Joaquin County standards and shall be shown on the improvement plans. (Development Title Section 9-1150.2) f. All utilities shall be underground except power transmission facilities of 35 KV or greater. Public utility easements shall be provided along the road frontage of the subdivision and as required by the public utility companies. (Development Title Section 9-1155.2) g. Dedication to result in a 25-foot-wide right-of-way from the existing east property line to the new property line shall be required on the Final Map. (Development Title Section 9-1150.5[b]) h. Tretheway Road shall be improved to County standards for a 50-foot-wide right-of-way rural residential road. Where adequate right-of-way is not available, a County standard partial width street section may be utilized. (Development Title Section 9-1150.51b]) i. Dedication to result in a 30-foot-wide right-of-way from the centerline of Jahant Road to the property line shall be required on the Final Map and improved on the subdivided side to County standards for one-half of a 60-foot-wide right-of-way collector road. (Development Title Section 9-1150.5[b]) j. This subdivision is approved for recording as a single unit; phasing is not approved. (Development Title Section 9-1100.3) k. Drainage from the road and each entire parcel shall be retained on the site by a retention basin(18 inch maximum depth). Drainage for each pond shall be calculated by a registered civil engineer, an architect, or a licensed contractor prior to issuance of building permits. (Development Title Section 9- 1135.9) I. Street lighting shall be provided at the intersections of Jahant Road and Tretheway Road and Tretheway Road and Mayers Road. m. The property shall transfer to a zone within County Service Area No. 49 prior to approval of the Final Map to provide for the operation, maintenance, and improvement of street lighting facilities. The applicant shall petition the County for street lighting and pay the applicable fee. Upon approval by the Board of Supervisors for the provision of street lighting services, the development will receive services conditional upon completion of all necessary facilities. The petition shall be completed prior to approval of the Final Map. In addition, the applicant shall pay for the maintenance and operation of the system from the time the facilities are accepted by the district until the transferred area is placed on the assessment role of the district.
