b. If improvements referred to herein are not completed prior to approval of the Final Map, the <br /> subdivider shall execute an agreement with the County of San Joaquin ensuring the completion of <br /> improvements within one year after recording the Final Map. (Development Title Section 9-1111.3[j]) <br /> c. A Preliminary Soils Report is required in accordance with County standards for the purpose of <br /> determining the R-Value for the design of the roads. (Development Title Section 9-910.2) <br /> d. A grading plan shall be submitted as part of the improvement plans and approved prior to approval of <br /> the Final Map. The grading plan shall contain the information listed in the California Building Code, <br /> Appendix, Chapter 33, Section 3309,with complete drainage details and elevations of adjacent <br /> parcels. Retaining wall details shall be submitted where applicable. Grading in excess of 5,000 <br /> cubic yards shall comply with Sections 3309.3 and 3309.4 for"Engineered Grading Requirements." <br /> e. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices, <br /> Caltrans Traffic Manual, and/or San Joaquin County standards and shall be shown on the <br /> improvement plans. (Development Title Section 9-1150.2) <br /> f. All utilities shall be underground except power transmission facilities of 35 KV or greater. Public <br /> utility easements shall be provided along the road frontage of the subdivision and as required by the <br /> public utility companies. (Development Title Section 9-1155.2) <br /> g. Dedication to result in a 25-foot-wide right-of-way from the existing east property line to the new <br /> property line shall be required on the Final Map. (Development Title Section 9-1150.5[b]) <br /> h. Tretheway Road shall be improved to County standards for a 50-foot-wide right-of-way rural <br /> residential road. Where adequate right-of-way is not available, a County standard partial width street <br /> section may be utilized. (Development Title Section 9-1150.51b]) <br /> i. Dedication to result in a 30-foot-wide right-of-way from the centerline of Jahant Road to the property <br /> line shall be required on the Final Map and improved on the subdivided side to County standards for <br /> one-half of a 60-foot-wide right-of-way collector road. (Development Title Section 9-1150.5[b]) <br /> j. This subdivision is approved for recording as a single unit; phasing is not approved. (Development <br /> Title Section 9-1100.3) <br /> k. Drainage from the road and each entire parcel shall be retained on the site by a retention basin(18 <br /> inch maximum depth). Drainage for each pond shall be calculated by a registered civil engineer, an <br /> architect, or a licensed contractor prior to issuance of building permits. (Development Title Section 9- <br /> 1135.9) <br /> I. Street lighting shall be provided at the intersections of Jahant Road and Tretheway Road and <br /> Tretheway Road and Mayers Road. <br /> m. The property shall transfer to a zone within County Service Area No. 49 prior to approval of the Final <br /> Map to provide for the operation, maintenance, and improvement of street lighting facilities. The <br /> applicant shall petition the County for street lighting and pay the applicable fee. Upon approval by <br /> the Board of Supervisors for the provision of street lighting services, the development will receive <br /> services conditional upon completion of all necessary facilities. The petition shall be completed prior <br /> to approval of the Final Map. In addition, the applicant shall pay for the maintenance and operation <br /> of the system from the time the facilities are accepted by the district until the transferred area is <br /> placed on the assessment role of the district.
