The property shall transfer to a zone within County Service Area No 49 prior to recording the Final <br /> Map to provide for the operation maintenance and improvement of street lighting facilities A new <br /> assessment for the zone shall be approved by the property owners prior to recording the Final Mao <br /> The assessment for the new zone shall be based on the cost maintenance operation system <br /> improvements and any replacement Drogram of facilities within CSA 49 The applicant shall pay for <br /> the cost to process the transfer and assessment for the new zone In addition the applicant shall <br /> pay for the maintenance and operation of the system from the time the facilities are accepted by the <br /> District until the transferred area is placed on the assessment role of the District (Development Title <br /> Section 9-1100.51 <br /> 4. PUBLIC HEALTH SERVICES(Staff Contact: Ted Norgard, 468-3443) <br /> a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank <br /> usage must be performed prior to recordation of the Final Map, as required by Development Title <br /> Section 9-1105.2(d). A nitrate loading study is required, and a fee of$445.00 must be paid at the <br /> time of submittal to the Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> of the EPA Design Manual for on-site wastewater treatment and disposal systems is required for <br /> each parcel. A permit fee of$89.00 per percolation hole is required. <br /> b. The existing private water wells shall be tested for the chemical dibromochloropropane(DBCP)and <br /> nitrates prior to recordation of the Final Map. Samples are to be taken and analyzed by a State <br /> approved laboratory. (Development Title Section 9-1115.7) <br /> c. Construction of individual domestic water wells under permit and inspection by the Environmental <br /> Health Division is required at the time of development. (Development Title Section 9-115.3) <br /> NOTE: The irrigation well on the proposed Parcel 3 cannot be used for domestic use in accordance <br /> with San Joaquin County Well Standards. <br /> d. Based on the findings of the Soil Suitability/Nitrate Loading Study, construction of individual sewage <br /> disposal systems under permit and inspection by the Environmental Health Division is required at the <br /> time of development. (Development Title Sections 9-1110.3 and 9-1110.4) <br /> 5. STATE DEPARTMENT OF FISH & GAME(Staff Contact: Larry L. Eng, Ph.D., 916-358-2900) <br /> a. The project will result in the conversion of 80 acres of open space agricultural land to non-open <br /> space use, and the conversion of agricultural land will result in a potentially significant impact by <br /> contributing to the cumulative loss of wildlife habitat.
