!./ KL EINEELDER <br /> L 2 INTRODUCTION <br /> L <br /> 2.1. PURPOSE <br /> Kleinfelder conducted a Phase I Environmental Site Assessment (ESA) of the subject property. <br /> 1 It is our understanding that this report will assist the client in recognizing environmental <br /> L conditions associated with the subject property's past and current use. Kleinfelder performed <br /> this ESA in general accordance with the scope and limitations of the American Society of <br /> L Testing and Materials (ASTM); Standard Practice for Phase I Environmental Site Assessment <br /> Process E1527-00 and our proposal number 20-YPI-684 dated August 22, 2001. <br /> The purpose of this assessment is to assist the client in recognizing environmental conditions at <br /> 6. the site. A recognized environmental condition is defined by the ASTM standard as "the <br /> presence or likely presence of hazardous substances or petroleum products on a property under <br /> conditions that indicate an existing release, a past release, or a material threat of a release of any <br /> hazardous substances or petroleum products into structures on the property or into the ground, <br /> groundwater or surface water of the property". The term includes hazardous substances or <br /> petroleum products even under conditions in compliance with laws. <br /> b. Resumes of the personnel preparing this report are included in Appendix E. <br /> L 2.2. DETAILED SCOPE-OF-SERVICES <br /> The following sections describe Kleinfelder's work scope: <br /> r <br /> • Chapter 2, Introduction, includes a discussion of the purpose/reason for performing the <br /> L Phase I ESA; additional services requested by the client (e.g. an evaluation of business <br /> environmental risk factors associated with the property); significant assumptions (e.g. <br /> +_ property boundaries if not marked in the field); limitations, exceptions, and special terms <br /> and conditions (e.g. contractual); and user reliance parameters. <br /> r <br /> • Chapter 3, Site Setting, is a compilation of information concerning the site location, legal <br /> description (if available), current and proposed use of the subject site, a description of <br /> v <br /> r 20-0019-08.1`01/201181314 Page 2 of 28 <br /> Copyright 2001 Kleinfelder,Inc.
