Chandler Martin <br /> COMMUNITY DEVELOPMENT <br /> PA-05-424(UP) <br /> Jahant Road has an existing right-of-way width of 40-feet and a planned right-of-way width of 60-feet. <br /> Lower Sacramento Road has an existing right-of-way width of 80-feet and a planned right-of-way width of 84-feet. <br /> RECOMMENDATIONS: <br /> 1. An encroachment permit shall be required for work within road right-of-way. <br /> (Development Title Sections 9-1145.4 and 9-1145.5) <br /> 2. The driveway approach shall be improved in accordance with the requirements of San Joaquin County <br /> Standards R-17 prior to issuance of the occupancy permit. <br /> (Development Title Section 9-1145.5) <br /> 3. Dedication to result in a thirty (30)foot wide right-of-way from the centerline of Jahant road to the property <br /> line shall be required across the frontage of APN: 003-150-08. Dedication to result in a forty-two(42) foot <br /> wide right-of-way from the centerline of Lower Sacramento road to the property line shall be required across <br /> the frontage of APN: 003-150-08. (Development Title Section 9-1150.5) <br /> 4. The frontage improvements for Jahant road shall be constructed in conformance with the standards for one- <br /> half of a thirty(30)-foot right of way collector street. The frontage improvements for Lower Sacramento <br /> road shall be constructed in conformance with the standards for one-half of a forty-two(42)-foot right of way <br /> collector street. The construction of the frontage improvements will be deferred upon execution by the owner <br /> of a Deferred Frontage and Roadway Improvement Agreement or a Secured Deferred Frontage and <br /> Roadway Improvement Agreement with a deposit equivalent to their estimated construction costs prior to <br /> approval of Improvement Plan. (A$410.00 fee currently is required for processing per Development Title <br /> Table 9-240.2 in addition to a copy of the Grant Deed and an estimate for the required frontage <br /> improvements. The estimate shall be prepared by a registered civil engineer with a typical section drawing on <br /> a form to be supplied by the Department of Public Works for approval. As an option, the Department of <br /> Public Works will prepare the drawing and estimate for an additional fee of$175.00.) (The fee due will be <br /> based on the current fee schedule.) (Development Title Section 9-1150.2) <br /> 5. Traffic volume for the proposed facility shall not exceed one hundred thirty(130) vehicles per day(one-way), <br /> of which seventy (70)vehicles will be allowed to be trucks with four or more axles. Additionally,the <br /> maximum number of trucks in a peak hour shall not exceed nine(9)trucks. <br /> 6. The applicant shall maintain a record of daily traffic volumes during the facility's operation. A summary <br /> report of these traffic volumes shall be submitted quarterly to the Public Services Division, San Joaquin <br /> County Public Works Department. The quarterly report shall be in a format approved by Public Works. At <br /> the County's option, additional traffic surveys may be conducted by the County to independently determine <br /> the total daily traffic volume, the percentage of trucks and the peak hour truck volume. Scheduling of the <br /> surveys shall be at the County's discretion except that no more that three(3) surveys may be conducted in <br /> any given calendar year. All costs associated with maintaining traffic records, submitting quarterly reports <br /> and conducting independent surveys shall be at the applicant's expense. <br />
