No spillover beyond the property lines shall be permitted except onto public <br /> thoroughfares, provided, however, that such light shall not cause a hazard to motorists. <br /> Access <br /> Access driveways shall have a width of no less than twenty-five (25) feet for two-way aisles and <br /> sixteen (16) feet for one-way aisles, except that in no case shall driveways designated as fire <br /> department access be less than twenty(20)feet wide. (Development Title Section 9-1015.5[h][11) <br /> Landscaping <br /> Development Title Section 9-1020.5 states that a minimum ten (10) foot wide landscaping strip, <br /> respecting the ultimate right-of-way width of Jahant Road, shall be installed across the frontage of <br /> the project site. All areas not used for buildings, parking, driveways, walkways, approved outdoor <br /> storage areas, or other permanent facilities shall be landscaped. Areas of the property which are <br /> not part of the project shall be barricaded from traffic. The parking area shall be provided with a <br /> minimum of five percent (5%) of landscaping within the perimeter of the parking area, not <br /> including landscaping along the street frontage. Twenty-six (26) trees shall be planted, evenly <br /> spaced throughout the parking lots. <br /> Signs <br /> If a sign is proposed for the winery, then sign details shall be consistent with Chapter 9-1710 of <br /> the Development Title and be included on the Site Plan. All portions of any sign shall be set back <br /> a minimum of five (5) feet from any future right-of-way line, including any corner cut-off (snipe). <br /> (Development Title Section 9-1710.2[g]) <br /> Riparian„Habitat <br /> Jahant Slough is located to the north of the project site. Development Title Section 9-1510.5 <br /> states that parallel to any natural bank of a waterway, a natural open space for riparian habitat <br /> and waterway protection shall be maintained to provide nesting and foraging habitat and the <br /> protection of waterway quality. The minimum width of said open space shall be one-hundred <br /> (100) feet, measured from the mean high water level of the natural bank or fifty (50) feet back <br /> from the existing riparian habitat, whichever is greater. Water-dependent uses may be permitted <br /> in this buffer. Either this open space buffer must be shown on the Site Plan, or a note must be <br /> placed on the Site Plan stating that the proposed project is outside of the open space buffer. <br /> Traffic Study <br /> The Department of Public Works states that a traffic study will be required for this project. Once <br /> the traffic study has been completed and the Department of Public Works submits their <br /> comments incorporating the findings, the Initial Study can be completed and the Planning <br /> Commission hearing will be scheduled. <br /> Neighborhood Opposition <br /> The Community Development Department has received two telephone calls and two letters in <br /> opposition of this project. The issues raised by these letters are the effect on property values, <br /> noise, traffic, safety, odors, aesthetics, air pollution, impacts on endangered species, and water <br /> usage by the winery. All of these issues will be addressed in the Initial Study, except the issue <br /> about property values. <br /> 2 <br />
