(Note`. Engines built after 1998 are cleaner Tier fl engines. Tier I and Tier 11
(2.5 gram) engines have a significantly less PM and NOx emissions compared to
uncontrolled engines. To find engines certified by the Air Resources Board, see
http://www.arb.ca.gov/msprog/offroad/cerVicerl.php. This site fists engines by type, then
manufacturer. The "Executive Order" shows what Tier the engine is certified as. For more
information on heavy-duty engines, please contact Mr. Kevin McCaffrey, Air Quality
Specialist, at(559)230-5831.
Off road trucks should be equipped with on-road engines when possible.
Light Duty Cars and Trucks should be alternative fueled or hybrids.
Minimize obstruction of traffic on adjacent roadways.
Lastly, but of particular significance,we would like to inform you and the applicant that this new winery will
be subject to the requirements of draft Rule 4694(Wine Fermentation and Storage Tanks). The latest
version of draft Rule 4694 can be found at: http:llvalleyair.org/Workshops/postings/6-28-
051R4694_report W2.pdf. Our preliminary review of this project indicates that this new rule may effect the
layout of the storage tank farm and other equipment. The applicant may contact Mr. Daniel Barber at 559-
230-5840 to discuss this rule in detail as this rule is still subject to revisions. Below is a summary of some
sections of Rule 4694:
Section 5.0—Requirements
■ Emissions from fermenters having an internal volume of 50,000 gallons or more shall be
controlled by an Air Pollution Control Officer(APCO)-approved control system.
An APCO-approved emissions control system shall achieve an overall capture and control efficiency of at
least 86%.
