Item No. 2 <br /> PC: 16-1-92 <br /> SU-92-14 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> History: <br /> General Plan Text Amendment Application No. GP-92-5, to increase the 1995 General Plan's <br /> Agricultural density from 1-16 to 132 dwelling units per 160 gross acres, and Zone <br /> Reclassification Application No. ZR-92-5, to reclassify 36.87 acres from AG-40 to AL-5, were <br /> approved by the Board of Supervisors on March 10, 1992- The application for the underlying <br /> project, a Major Subdivision to create seven lots, was not submitted for processing under the <br /> 1995 Planning Title because the requirement for five-acre net parcel sizes (Section 93109.5) <br /> would have only permitted the creation of sic lots on the subject parcel. Lot Line Adjustment <br /> Application No. LA-92-56 was approved by the Development Services Division on July 6, 1992, <br /> to increase the width of the'flag'to Jahant Road to 50 feet The purpose of this application was <br /> to provide the necessary width to accommodate a 50-foot-wide right-of-way rural road that would <br /> be required for access to the underlying Major Subdivision. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The applicant has chosen to have the underlying Major Subdivision application processed under <br /> the provisions of the 2010 General Plan and Development Title because the latter allows parcel <br /> sizes in Agricultural zones to be calculated in gross acreage, rather than net acreage (Section 9- <br /> 110.5, page 110-28, definition at'Lot Size'). The site's designation under the 2010 General Plan <br /> is A/L (Limited Agriculture), with a consistent implementing zone of AL-5. <br /> The AL-5 zone permits a minimum parcel size of five acres and a minimum parcel width of 150 <br /> feet. The proposed lots for the subdivision conform to those minimum parcel size and width <br /> requirements. <br /> Staff has considered the housing needs of the County in recommending approval of this <br /> subdivision and has concluded that the housing that may result from this approval can be <br /> balanced with the service requirements of existing residents in the area <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> The uses surrounding the project site are primarily agricultural with scattered residences, and the <br /> proposed subdivision is not expected to result in any significant, adverse land use conflicts with <br /> those surrounding uses. <br />
