Item No. 2 <br /> PC: 10-1-92 <br /> SU-92-14 <br /> Page 4 <br /> Circulation/Access: <br /> The subject parcel has frontage on both Jahant Road and Bruella Road via flag strips; however, <br /> only the flag to Jahant Road will be used to provide access to a public road. The flag to Bruella <br /> Road is too narrow to provide adequate access and has been determined by the Department of <br /> Public Works not to be needed for secondary access. The applicant's engineer has submitted <br /> a Circulation Plan (attached) for the area for review by the Department of Public Works. Based <br /> upon the results of its analysis, Public Works has indicated that the project's provisions for access <br /> are compatible with the area's future circulation needs. The internal subdivision street will be <br /> required to be improved to the County's standards for a 50-foot-wide right-of-way rural residential <br /> road. <br /> Neighborhood Opposition: <br /> Three letters in opposition to the proposed subdivision (see Attachment A)were received by staff <br /> during the application's referral period. These letters state the writers' concerns in the following <br /> areas: opposition to residential development in the area; adverse impacts on the area's water <br /> table; impacts on schools, fire, and police services; the subdivision's effect on wildlife; and the <br /> increased potential for flooding. In response to these concerns, staff notes that the area has <br /> been designated for five-acre development on the 2010 General Plan and that the proposal is <br /> consistent with applicable General Plan Objectives and Policies, as well as with requirements of <br /> the Development Title. There has been no evidence submitted which confirms that the project <br /> will have an adverse effect on the area's water table. The impacts on the noted services are <br /> expected to be only incremental, given the small number of lots involved in this project. The Initial <br /> Study prepared for the project concluded that there would be no significant, adverse impacts on <br /> plant or wildlife species as a result of this project The project site is not in the 100-Year Flood <br /> Zone, and the developer will be required to show on the Improvement Plan for the subdivision, <br /> prior to approval of the Final Map, "iat the subdivision will not increase the amount of runoff <br /> entering the drainage swale on the site. <br /> FACILITES/SERVICES: <br /> Water Supply, Sewage Disposal. and Storm Drainage: <br /> On-site services will be provided for the subdivision's seven lots as follows: individual domestic <br /> water wells and sewage disposal systems under permit and inspection by the Environmental <br /> Health Division, and-storm drainage by either individual retention ponds or by a terminal drainage <br /> system. The latter will requireAhat runoff from the project to the site's existing drainage swale be <br /> metered so as not to exceed predevelopment levels. <br /> The San Joaquin Farts Bureau Federation responded to the application referral (Attachment A) <br /> by recommending that the project be denied based upon the County's lack of an adequate <br /> disposal facility for the waste from septic systems. Staff from the Environmental Health Division <br /> of Public Health Services have indicated that waste from individual septic systems are currently <br /> being accepted and disposed of by the County's municipal waste treatment facilities. The septic <br /> wastes from this subdivision would be handled by the City of Lodi's municipal waste treatment <br /> facilities. <br />
