Approve the Negative Declaration; �J( <br /> 2. Forward General Plan Text Amendment Application No. GP-92-5 to the Board of Supervisors <br /> with a recommendation for approval based on the "Basis for General Plan Text Amendment" <br /> contained in the staff report; and <br /> 3. Forward Zone Reclassification Application No. ZR-92-5 to the Board of Supervisors with a <br /> recommendation for approval based on the"Bases for Zone Reclassification"contained in the <br /> staff report. <br /> BASIS FOR GENERAL PLAN TEXT AMENDMENT <br /> The internal consistency of the General Plan is maintained with the adoption of the amendment. <br /> The change in the text of the General Plan does not conflict with General Plan Policies and <br /> Principles because it allows the Community Development Department to implement the AL-5 <br /> zone (Limited Agriculture, 5-acre minimum parcel size) that was adopted by the Board of <br /> Supervisors as Ordinance No. 3447 and which became effective on January 14, 1989. <br /> BASES FOR ZONE RECLASSIFICATION <br /> 1. The proposed zone district is consistent with the General Plan. <br /> This determination can be made for the proposed Zone Reclassification because the <br /> AL-5 zone is identified in the General Plan's Zoning/General Plan Consistency Matrix <br /> as an appropriate and consistent implementing zone for the General Plan designation <br /> of Agriculture. <br /> 2. The site of the proposed zone district is suitable for any of the land uses permitted within the <br /> proposed zone district. <br /> This determination can be made because the five-acre parcels that may result from <br /> this project are of sufficient size to accommodate the uses permitted in the AL-5 <br /> zone, as well as being large enough to accommodate on-site services. <br /> 3. The proposed zone district is reasonable and beneficial at this time. <br /> This determination can be made because the project recognizes and helps to <br /> preserve the area's existing small-scale agricultural enterprises. <br />
