Item No. 3 <br /> RC: 1-16-92 � <br /> GP-92-5/ZR-92-5 <br /> Page 4 <br /> The 'General Plan and Zoning' section of the staff report states that the amendment to the text <br /> of the General Plan is needed in order to implement the AL-5 zone that was established by the <br /> Board of Supervisors. <br /> Staff has determined that the reclassification of the subject parcel to AL-5 is not inconsistent with <br /> the intent of either the General Plan or the Planning Title. The intent behind the creation of the <br /> AL-5 zone, as stated in the staff report for Planning Title Text Amendment Application No.TA-87-9, <br /> which was approved by the Board of Supervisors as Ordinance No. 3447, was both to recognize <br /> existing concentrations of small-scale agricultural operations and to apply it to those places <br /> outside of urban areas where parcels were less than ten acres in size. The subject parcel is <br /> located adjacent to seven parcels of five acres or less and is 1,300 feet west of an antiquated <br /> subdivision known as 'Division E of California Village Farms Tract,' which originally contained <br /> approximately 28 five-acre parcels. Given the area's existing parcel configurations, staff is able <br /> to recommend that the Zone Reclassification be approved. In addition, the proposal is consistent <br /> with the Draft General Plan 2010 Map for this area. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> The Initial Study that was prepared for this project did not identify any potentially significant, adverse <br /> environmental impacts associated with the approval of the project. Based on that assessment, a Negative <br /> Declaration has been prepared. In addition, a Certificate of Fee Exemption with a 'De Minimis Impact <br /> Finding' has been prepared which states that the project will not have an adverse impact on wildlife <br /> resources. <br />
