Item No. 3
RC: 1-16-92
GP-92-5/ZR-92-5
Page 4
The 'General Plan and Zoning' section of the staff report states that the amendment to the text
of the General Plan is needed in order to implement the AL-5 zone that was established by the
Board of Supervisors.
Staff has determined that the reclassification of the subject parcel to AL-5 is not inconsistent with
the intent of either the General Plan or the Planning Title. The intent behind the creation of the
AL-5 zone, as stated in the staff report for Planning Title Text Amendment Application No.TA-87-9,
which was approved by the Board of Supervisors as Ordinance No. 3447, was both to recognize
existing concentrations of small-scale agricultural operations and to apply it to those places
outside of urban areas where parcels were less than ten acres in size. The subject parcel is
located adjacent to seven parcels of five acres or less and is 1,300 feet west of an antiquated
subdivision known as 'Division E of California Village Farms Tract,' which originally contained
approximately 28 five-acre parcels. Given the area's existing parcel configurations, staff is able
to recommend that the Zone Reclassification be approved. In addition, the proposal is consistent
with the Draft General Plan 2010 Map for this area.
ENVIRONMENTAL CONSIDERATIONS:
The Initial Study that was prepared for this project did not identify any potentially significant, adverse
environmental impacts associated with the approval of the project. Based on that assessment, a Negative
Declaration has been prepared. In addition, a Certificate of Fee Exemption with a 'De Minimis Impact
Finding' has been prepared which states that the project will not have an adverse impact on wildlife
resources.
