ZR-92-5 and GP-92-5- <br /> Currently, there is a new General Plan undergoing the <br /> approval process . Although this plan would allow the <br /> subject property to be subdivided into 5 acre parcels , <br /> the accompan_ing Enviornmental Impact Report has not been <br /> found adequate. It is my opinion that no rezoning application <br /> should be accepted without an adequate EIR. The applicant <br /> has filed no such document. <br /> The submitted soil suitability study is inadequate. There <br /> has been no attempt to inquire as to the effect of "hard <br /> pan" on septic systems . The surrounding area is subject <br /> to extensive "hard pan" at depths of approximately 3 to <br /> 5 feet. The study reflects a 3 foot test depth only. <br /> Although they state, "There is no known history of septic <br /> system failures in this area. ", I am aware of a least one <br /> recent failure. This failure, in part, was attributed to <br /> the negative effects of "hard pan". <br /> The property in question has access of 25 feet from Jahant <br /> Road and 20 feet from Bruella Road. Current County standards <br /> are at least 50 feet.
