The proposed project is complicated,has generated a substantial amount of concern <br /> among the Clements community and has not been adequately evaluated by the various San Joaquin County <br /> governing agencies. While my concerns are many I have listed just a few for your consideration. <br /> If permitted,this project poses a significant threat to our already severely taxed groundwater supplies and will likely <br /> impact surface water of Bear Creek. Without the use of engineered liners,stormwater diversion structures and <br /> sedimentation basins and strict controls on the management of operations the proposed project poses an <br /> unacceptable threat to water quality. <br /> The project will require the use of heavy industrial equipment for the management and maintenance of the <br /> composting operation that are not typical for routine agricultural operations of the area. Such a facility would be <br /> better suited at or close to the transfer station from which the proposed green waste would be received. <br /> Composting operations generate significant quantities of heat. Sacramento County is currently embroiled in an <br /> ongoing dispute with a chipping and composting operation at the Florin Road Landfill. The heat in the stockpiled <br /> materials has reached dangerous levels and poses a fire threat. Additionally,this ongoing dispute with the landfill <br /> operator requires the attention of the Sacramento County Environmental Health Department personal,straining their <br /> resources and diverting their attention away from other matters. I do not believe that San Joaquin County has the <br /> resources or the personnel to closely monitor the proposed project to ensure it is operated in accordance with any <br /> conditions that may be put into its permit. <br /> I am opposed to the Community Development Department's proposal to adopt a Negative Declaration on this <br /> project. The issues are too complex for the simplicity of an Initial Study and a full CEQA analysis and review is <br /> warranted. <br /> Thank you for your consideration.
