Community Development Department <br /> June 2,2006 <br /> Page 2 <br /> For more than 80 years Delicato Vineyards has been growing grapes and producing wine. <br /> It has over 200 employees in San Joaquin County. The winery produces 12 million cases <br /> of wine per year. The winery is estimated to be the sixth largest winery in the United <br /> States. Delicato Vineyards is a major supplier to many of the major wineries throughout <br /> California. Delicato wine is also sold internationally. <br /> The development of the Loduca Trust property into houses threatens the existence of <br /> Delicato Vineyards. Development in Rural Residential Zones may be on private wells <br /> (OCSJC § 9-1200)and on septic systems(OCSJC § 9-1105). The Loduca Trust <br /> application shows that the development will use new private wells and new septic <br /> systems. This can create a nuisance that is injurious to the winery. <br /> The residential development will be incompatible with agriculture and the winery. For <br /> example,spraying practices are limited. Notwithstanding the right to farm ordinances,it <br /> is well established that new residents in agricultural areas are not farm families. They are <br /> not tolerant of agricultural practices. There will be complaints of noise,dust,and odors. <br /> The Loduca Rural Residential development does not comply with the General Plan,it is <br /> injurious to Delicato Vineyards,and it is incompatible with agriculture.
