Weber Ave. , Room 701 <br /> Stockton, Calif. ,95202 <br /> Gentlemen, <br /> We wish to address a problem concerning a Site Approval Application, SA 94 28 <br /> developed and issued by the San Joaquin County Community Development Dept. on <br /> July 22, 1994. We have copies of the letters from the Department of Public <br /> Works, Environmental Health Division, San Joaquin Valley Unified Air Pollu- <br /> tion Control District and the New Jerusalem Airport concerning this application. <br /> Since these departments along with notices to Marion McLeod, Grace McLeod Gart- <br /> man and Ron Silva were presumably the only persons given the opportunity to <br /> to protest this land use, we as a close neighbor, are protesting that we were <br /> not given an opportunity to register our objections during the 11 days given <br /> (until August 1, 1994) according to the copies- of these letters. <br /> We have been given conflicting information from the various County offices con- <br /> cerning the matter. One call to the Community Development Dept. informed our <br /> Vice President that if we were more than 1400 feet from the project it was not <br /> necessary, by ordinance, to inform us. This call was placed a year ago. A <br /> member was informed that we were not within a mile of the dairy therefore it <br /> was not necessary to inform us. We are actually less than a mile DOWNWIND of <br /> Douma Dairy at 28864 S. Kasson Rd. . This is an area where you can and should <br /> change the ordinance in the interest of such future developments. <br /> The San Joaquin Valley Unified Air Pollution Control Dist. in their letter of <br /> July 12, 1994 expressed concern over this use because of complaints of adjacent <br /> downwind receptors. I assure you this is an intolerable fact. We are the <br /> receptors! ! The site application letter of July 22, 1994 addressed to Edward <br /> Machado, the applicant, also stated under the conditions of approval that <br /> "All animal enclosures - should be maintained so as to eliminate the prolif- <br /> eration of flies (which we have in abundance) , other disease vectors, and <br /> offensive odors." <br /> As one of the two Club members who visited Mr. Ray Borges at the Environmental <br /> Health Dept. just recently we offer the following observations from informa- <br /> tion he gave us. Mr Borges tells us the Douma Dairy is a "State of the Art <br /> Dairy". He said the holding areas are cleansed on an automatic basis several <br /> times a day. The water used is recycled, consisting of cow urine and some <br /> fresh water from the milking barn. When the cycle is completed the semi solids <br /> are dumped into the holding pond. He says that the offensive odor is methane <br /> gas. (from the initial dumping of the solids or the disturbance of the pond he <br /> couldn't or wouldn't say) <br /> We are not educated in the operation of a dairy, merely the recipients of the <br />
