August 23, 1994 <br /> Mr. Louis Pratt <br /> California Regional Water Quality Control Board <br /> Central Valley Region <br /> 3443 Routier Road <br /> Sacramento, CA 95827-3098 <br /> RE: Fred Douma Dairy-Monitoring Program <br /> This report outlines the Monitoring Program for the proposed Fred Douma Dain-which is to be <br /> located on Kasson Road and Linne Road, near Tracy, CA. The purpose of this Monitoring <br /> Program will be the evaluation of potential impact of the dairy's waste management system on <br /> groundwater quality. Additionally, the Program will demonstrate that the amount of nutrients <br /> and water applied to the subject property cropland will not exceed crop requirements. <br /> Monitoring of the soil in the open corral areas will begin after completion of earthwork <br /> procedures, prior to cows moving onto the site. During construction of the corrals, fill material <br /> will be compacted in life to 90% relative compaction and randomly tested. After completion, <br /> double ring infiltrometer and permeability tests will be performed in designated areas of the <br /> corrals to correlate this data with any potential future impact from wastes. Beginning with the <br /> virgin corrals, baseline soil samples will be retrieved from depths of 6-12" and 24-30" in specific <br /> areas of the corrals. Subsequent soils samples will be retrieved and analyzed on a yearly basis to <br /> assess potential downward migration of nutrients, specifically nitrogen. In addition, the soil in <br /> the wastewater lagoon will be hydrometer tested prior to use. <br /> The second aspect of the Monitoring Program will consist of the underlying groundwater. <br /> Baseline groundwater samples have been retrieved and analyzed as of September 1, 1994. <br /> Monitoring of groundwater will be initiated after completion of the construction of the dairy, <br /> before cows being moved onto the site. It is proposed that four borings will be drilled in <br /> equidistant sites around the dairy. These borings will be left open for 24 hrs, at which time the <br /> static water level will be measured in each boring. From this data, groundwater directional flow <br /> will be calculated_ After this determination of flow direction, three monitoring wells will be <br /> installed into the shallowest aquifer with one well upgradient and two wells dow-ngradient from <br /> the actual diary site. A detailed work plan will be submitted to the Regional Board before <br /> initiation of this installation procedure. Sampling of these three wells will be in accordance to <br /> The Practical Guide for Ground-Water Sampling - EPA document 600/2-85/104. Analyses for <br /> particular constituents will be referenced in the work plan. <br />
