L <br /> Mr. Louis Pratt <br /> Douma Dairy Monitoring Program <br /> August 23, 1994 <br /> Page 2 <br /> The third stage of the Monitoring Program will be the management of manure and wastewater to <br /> the cropland under control of the Discharger. This segment of the Program will be accomplished <br /> through different analyses and will comply with the regulations that apply to confined animal <br /> facilities. Soil samples will be taken of the cropland before planting to assess its nutritional <br /> status at that time. Specific crops will be grown so that nitrogen applications do not exceed <br /> requirements. Records shall be maintained of the analysis of irrigation water quality, timing and <br /> rates applied. The amounts and analyses of animal wastes (manure and wastewater) applied to <br /> the subject croplands will also be recorded. These records will be used to calculate and report <br /> total applications on a yearly basis. Records shall also be kept of all solid waste removed from <br /> the dairy facility which was not applied to the subject cropland. <br /> The fourth stage of monitoring will consist of the inspection of waste holding and disposal areas <br /> and notation made of any discharge off the subject property. Inspections will be made daily <br /> when wastewater and/or manure are being applied to cropland and on a weekly basis during <br /> remaining periods.
