FAX(209)235-0438 San Joaquin County Airport Land Use Commission ALUC RESPONSE TO LOCAL JURISDICTION E To: Kevin Swanson,San Joaquin County Community Development Department From: Laura Brunn,Associate Regional Planner, San Joaquin Council of Governments Date: May 16,2011 Local Jurisdiction Project Title: PA 1100066 Quartaroli Parcel Map Area of Influence,Airport: New Jerusalem Airport Status: Consistent Land Use with Conditions Total Acres: Safety Criteria Matrix Zone: Zone 7(Traffic Pattern Zone);Zone 8(AIA) Assessor Parcel Number(s): 255-270-06 Dear Mr. Swanson: The project site is located within the Traffic Pattern Zone (TPZ - Zone 7) of New Jerusalem Airport's Area of Influence (AIA), and pursuant to the State Aeronautics Act (Public Utilities Code Section 21676) the project is subject to a Consistency Determination by the San Joaquin County ALUC. LAND USE CONSISTENCY REVIEW This project includes a Minor Subdivision application to allow a four lot residential subdivision plus a remainder parcel. The project is located within the unincorporated lands of San Joaquin County, APN 255-270-06. The facility expansion site is located in the New Jerusalem Airport's AIA and falls within the Traffic Pattern Zone (TPZ). The TPZ is also the boundaries encompassed by FAR Part 77 (Federal Aviation Regulations Part 77), which regulates obstructions to the navigable airspace. Within this area, any proposal must not result in hazards to flight, such as:. • Obstructions to the navigable airspace (i.e. Federal Aviation Regulations (FAR) Part 77 defined) required for flight to, from, and around an airport • Wildlife hazards,particularly bird strikes ' • Visual hazards associated with distracting lights, glare, and sources of smoke • Electronic hazards that may interfere with aircraft instruments or radio communication The residential land uses proposed are compatible with the 2009 ALUCP Safety Zones for New Jerusalem Airport. The following are standards and project design conditions specific to compliance with the ALUCP and should be carried through as.conditions of approval: This is not a mitigation request. These are project design conditions that are required as part of compliance with the 2009 ALUCP: 1. New land uses that may cause visual,electronic, or increased bird strike hazards to aircraft in flight shall w not be permitted within any airport's influence area.
