2 <br /> Specific Plan); allow for storm water to be discharged to BMPs in the golf course; provide for fencing <br /> regulations along the Dry Creek corridor. Because the Master Plan land use map is the General Plan <br /> Community Plan 2010 map for Mountain House, any Master Plan map amendment automatically amends <br /> the General Plan map. (Note:There are no General Plan text amendments proposed for the project.) <br /> The Specific Plan II Amendment would do the following with respect to Neighborhoods I and J: Revise the <br /> acreage by zoning district, including the introduction of R-MH zoning acreage; provide for multifamily <br /> housing; revise the pedestrian and automobile circulation systems; revise the golf/recreation center; revise <br /> the parks to include a linear park system with smaller neighborhood parks but slightly larger overall park <br /> area; provide that portions of the Dry Creek conveyance that are subject to Army Corps of Engineers <br /> regulatory jurisdiction will be left undisturbed; revise the flood system to allow the stormwater to flow to <br /> BMPs within the golf course prior to being routed to the lake/BMP system within Neighborhood K; and <br /> provide for the filling of the areas directly behind the existing levee in a gradual fill-back to the limits of <br /> existing FEMA designation (to bring the project site out of the 100 year floodplain). In addition, the Specific <br /> Plan II Amendment would eliminate the senior housing restriction on the 5-acre R-MH site in Neighborhood <br /> H. It would also adjust the configuration of the R-MH and Regional Park acreages within Neighborhood K <br /> such that the same acreage for each land use would be maintained while accommodating a new access <br /> road from Central Parkway to the existing and future Old River home site lots. (It should be noted that this <br /> new access road would allow residents of the Old River home sites to reach their lots without having to <br /> travel through local streets within Neighborhood I, thereby allowing Neighborhoods I and J to be developed <br /> as a gated community.) <br /> PROJECT LOCATION: The proposed project is located north of Byron Road and west of Central Parkway, <br /> immediately adjacent to the Alameda County/San Joaquin County boundary in Mountain House. <br /> (Supervisorial District 5) <br /> ENVIRONMENTAL DISCUSSION: The San Joaquin County Community Development Department has <br /> prepared an Initial Study of the project. The Initial Study(Mountain House Revised Neighborhoods I and J <br /> Initial Study, March 2007)concludes: <br /> • That a Master EIR has been prepared for the project(Mountain House Master Plan and Specific <br /> Plan 1, September 1994, SCH#90020776); <br /> • That all potentially significant impacts have been addressed in the Master EIR; <br /> That the proposed project is a subsequent project within the scope of the Master EIR; <br /> • That the Expanded Initial Study for the project has found that there are no additional significant <br /> effects, nor any new additional mitigation measures or alternatives required for the project that are <br /> not already discussed in the Master EIR and subsequent environmental documentation under the <br /> Master EIR; <br /> • That the proposed project does not require the incorporation of additional mitigation measures for <br /> the project; and <br /> • That the project incorporates or will incorporate all feasible mitigation measures set forth in the <br /> Master EIR. <br /> The Master EIR and the Initial Study are available at the Community Development Department for review. <br /> APPLICATION REVIEW: If you have any recommendations or comments on this project, please submit <br /> them to the Community Development Department no later than May 21, 2007. Comments or <br /> recommendations received after that date may not be used in staffs analysis and recommendation for this <br /> application. <br /> NOTE TO SURROUNDING PROPERTY OWNERS: The Planning Commission will hold a public hearing on <br /> this project. You will receive notice of the date, time and place of the public hearing at a later date. <br /> NOTE TO REVIEW AGENCIES: If you wish to be notified of the Planning Commission hearing date for this <br /> project, inform the contact person noted above, and you will be placed on the mailing list.Any public agency <br /> which comments on the proposed project will automatically be placed on the Planning Commission mailing <br /> list. <br />
