Analysis <br /> Background <br /> Proied Description <br /> The proposed zone change encompasses 15 acres of a 15.29-acre site that was approved for the <br /> Mountain House Water Treatment Plant. The remaining .29-acre remnant is located within the Dry <br /> Creek wetlands. It has a land use designation of Open Space/Resource Conservation (OS/RC) and AU- <br /> 20 zoning. No development is proposed or permitted in this area. <br /> The Mountain House Master Plan and the Public Land Equity Program (PLEP) designate 18.5 acres for <br /> Public uses. Specific Plan I recognized this site for initial development of the Water Treatment Plant. <br /> Although the Water Treatment Plant use is permitted under the AU-20 zone, it is now necessary to <br /> rezone the Water Treatment Plant site to 'P-F" in order to permit the creation of the 15-acre parcel that <br /> will be dedicated to the Mountain House Community Services District (MHCSD). <br /> Plan Consistency/Zoning <br /> The site for the Water Treatment Plant has been designated for Public use in both the 2010 General <br /> Plan and the Mountain House Master Plan. The Public Facilities (P-F) zone is a consistent implementing <br /> zone. <br /> Land Ownership <br /> Currently, Trimark, the applicant, owns the 25.7-acre parcel on which the Water Treatment Plant will be <br /> located as well as the 78-acre parcel lying immediately to the east. The Water Treatment Plant site is to <br /> be located on 15.29 acres of the 25.7-acre parcel (APN 209-030-06). This 15.29-acre portion will be <br /> legally established via a Lot Line Adjustment application. The remainder will be merged with the <br /> adjacent 78-acre parcel (APN 209-030-05). Upon completion of the Lot Line Adjustment and <br /> construction of the first phase of the Water Treatment Plant, Trimark will deed the 15.29-acre parcel <br /> over to the MHCSD. <br /> Future Expansion of the Water Treatment Plant <br /> The Mountain House Water Treatment plant will be built in stages as development occurs in Mountain <br /> House. The initial treatment system (Phase 1) will provide capacity for at least the first neighborhood. <br /> The ultimate treatment system will serve the complete buildout of the Mountain House development, <br /> based on a population of 44,000 with a maximum daily flow of 20 million gallons per day (MGD). <br /> Based on future raw water storage requirements, additional acreage over the 15 acres may be required <br /> for full development of the Water Treatment Plant. The PLEP allocates a total of 18.5 acres, which <br /> would allow the CSD to acquire an additional 3.5 acres at its discretion. If more land beyond the 18.5 <br /> acres is required, it will necessitate amendments to the General Plan, Master Plan, and Specific Plan I. <br /> San Joaquin County ZR-98-4\Trimark <br /> Community Development Page 6 <br />
