ARoeal Statement 7 <br /> "What is of greater concern are the Conditions which are lacking. There are no conditions to address <br /> noise. Noise has been identified as an issue and concern,but it has not been addressed. A full noise <br /> study is needed before any consideration is given to this operation and expansion. There should be a <br /> provision to limit or eliminate the outside loudspeaker. There are operations that are occurring outside <br /> that generate noise that cannot be controlled with Condition d. What is included in the definition of <br /> industrial activities? is sandblasting and painting within the definition? Those are clearly marked on the <br /> plan as occurring outside buildings. There is no clear plan in place to stop the unnecessary horn <br /> honking for access to the premises. The Applicants are not good neighbors,and as soon as the County <br /> approves they will return to prior acts of nuisance. The size and type of business in operation should be <br /> relocated to an industrial zone which is Netted suited to deal with the problems and issues that are <br /> inherent with manufacturing:' <br /> Resconse to Anneal Statement 7 <br /> The Initial Study prepared for the project did not identify noise as a potential impact. Therefore,an <br /> acoustical study is not warranted. It is the Community Development Department's understanding that the <br /> applicants have discouraged the use of honking for access to the premises,and it no longer occurs. <br /> APPEAL OF CONDITIONS OF APPROVAL <br /> Aooeal Statement 8 <br /> a) IMPROVEMENT PLAN: Submit an"Improvement Plan". The Improvement Plan must be prepared <br /> by a registered ktiw7 engineer or licensed architect. This Flan must show drainage, driveway access <br /> details including gates, on-site parking, landscaping, signs, existing and proposed utility services, <br /> and grading (refer to the"SITE PLAN CHECK LIST'for details). A fee is required for the Site Plan <br /> review. (Development Title Section 9-884) <br /> "OBJECTION: Then Is no way for neighbors to have meaningful imput on any such <br /> "Improvement Plan". This is merely a piece of paper which has as much,chance of being <br /> honored as the current U78-71." <br /> The Improvement Plan provides details as to how the Conditions of Approval for the project will be met The <br /> Improvement Pian is reviewed by the project planner, Environmental Health, Public Works, and the Building <br /> Division to ensure that all of the conditions placed on the Site Approval are met The Improvement Plan is <br /> public record and can be viewed by neighbors if they want to do so. <br /> Anneol Statement 9 <br /> b) APPROVED USE: This approval is a Site Approval to allow the Custom Agricultural Manufacturing <br /> use type(The Custom Agricultural Mmftftft use type includes the manufacturing and repair of <br /> customized agricultural equipment where such equipment is primarily used to support the agricultural <br /> economy. Customized agricultural equipment includes specialty agricultural equipment which is not <br /> commonly available to farmers on the retail market)at an existing facility. This approval is also for <br /> an expansion of a previously approved farm machinery repair business as shown on the revised Site <br /> Plan dated February 5,2002.
