The Ordinance Section under which this project was <br /> submitted (9-4005. 4 (h) ) , prohibits further development <br /> by virtue of restrictive application requirements . <br /> Development Services staff has determined that this <br /> project is the only application that can be submitted <br /> under the Ordinance. For these reasons, the project is <br /> not considered a growth-inducing action. <br /> 16a. This project has the potential to degrade the quality of <br /> the local environment by the possible release of <br /> hazardous substances that may be used as a part of or <br /> transported by this trucking terminal . The greatest <br /> threat to the environment involves potential degradation <br /> of surface and/or ground water quality. For this <br /> reason, additional analysis and environmental review is <br /> warranted before proceeding with the processing of this <br /> application. (See also items lb and 7a. ) <br /> 16d. The Initial Study ' s discussion of possible impacts on <br /> water quality (Items lb and 16a) and transportation/ <br /> circulation (Items 9a and 9b) , indicated that this <br /> project has the potential to result in direct <br /> substantial , adverse, effects on people living in the <br /> area of the proposed use. Additional traffic and <br /> environmental analysis and review is necessary prior to <br /> the processing of this application. <br />
