This operation has apparently effected <br /> adjoining residences which resulted in complaints to the <br /> District about the fumes and the dust from the truck <br /> terminal . Specifically, a complaint of trucks idling for <br /> long periods of time before the trucks are actually on the <br /> roads has been given to the District. This practice of <br /> idling is a detriment to the air quality. <br /> SUGGESTED CONDITIONS <br /> 4 . Emissions generated during the construction process <br /> are of concern to the District. The attached dust control <br /> practices shall be implemented if and when construction <br /> takes place. <br /> 5 . The applicant should relocate the parking locations of <br /> the trucks to avoid the emissions of fumes and dust that <br /> may be directed at any adjoining residences . <br /> Determination of the wind direction should be considered <br /> as a factor for a new site to park their vehicles . <br /> 6 . The applicant should maintain a policy for all trucks <br /> to not leave their vehicles idling for long periods of <br /> time if their duration of stay will be more than five <br /> minutes , and thus limiting the idling to be not more than <br /> five minutes. <br /> 7 . Chemical suppression and wind barriers are to be <br /> considered as alternatives for the suppression of dust. <br /> S . All vehicles using the truck terminal shall be <br /> properly maintained to avoid excessive emissions of <br /> pollutants into a county such as San Joaquin County which <br /> has been designated as non-attainment for PM-10 , Ozone and <br /> CO for the Stockton urbanized areas . <br /> 9 . Projects shall maintain adequate record keeping of <br /> mitigation measures, if applicable for the Air Pollution <br /> Control District staff in making scheduled or unscheduled <br /> inspections. <br /> 10 . It shall be a condition of approval for the applicant <br /> to notify the District in writing with respect to the <br /> actual date of construction/grading one week prior to said <br /> activities . The applicant should use file no. UP-91-15 in <br /> the communication to the District and under the attention <br /> of the planning section if and when construction and/or <br /> grading is implemented. <br />
