This operation has apparently effected adjoining residences which resulted in complaints to the District about the fumes and the dust from the truck terminal . Specifically, a complaint of trucks idling for long periods of time before the trucks are actually on the roads has been given to the District. This practice of idling is a detriment to the air quality. SUGGESTED CONDITIONS 4 . Emissions generated during the construction process are of concern to the District. The attached dust control practices shall be implemented if and when construction takes place. 5 . The applicant should relocate the parking locations of the trucks to avoid the emissions of fumes and dust that may be directed at any adjoining residences . Determination of the wind direction should be considered as a factor for a new site to park their vehicles . 6 . The applicant should maintain a policy for all trucks to not leave their vehicles idling for long periods of time if their duration of stay will be more than five minutes , and thus limiting the idling to be not more than five minutes. 7 . Chemical suppression and wind barriers are to be considered as alternatives for the suppression of dust. S . All vehicles using the truck terminal shall be properly maintained to avoid excessive emissions of pollutants into a county such as San Joaquin County which has been designated as non-attainment for PM-10 , Ozone and CO for the Stockton urbanized areas . 9 . Projects shall maintain adequate record keeping of mitigation measures, if applicable for the Air Pollution Control District staff in making scheduled or unscheduled inspections. 10 . It shall be a condition of approval for the applicant to notify the District in writing with respect to the actual date of construction/grading one week prior to said activities . The applicant should use file no. UP-91-15 in the communication to the District and under the attention of the planning section if and when construction and/or grading is implemented.
