Wastewater
The wastewater requirement within a rural community permits a septic system. (General Pian,
Volume 1, pg. IV-103)
Water Supply
If parcels are two acres or greater and no public water system exists, individual wells may be
permitted. (General Plan, Volume I, pg. IV-105)
Stormwater Drainage
On-site drainage may be permitted if parcels are two acres or more. (General Plan, Volume I, p.
IV-109)
Bases for Zone Reclassification
In order to approve an application for a Zone Reclassification, the Planning Commission and
Board of Supervisors shall determine that the following Bases for Zone Reclassification can be
made in the affirmative:
a) The proposed zone district is consistent with the General Plan, any applicable Master Plan,
and any applicable Specific Plan.
• The proposed Zone Reclassification is consistent with the General Plan
because the parcel has a General Plan designation of RIR (Rural Residential);
the R-R (Rural Residential) zone is an implementing zone of the RIR General
Plan designation. Parcels will be a minimum of two-acres and, therefore, may
be developed with a private septic system, individual well and on-site storm
drainage.
b) The proposed zone district is reasonable and beneficial at the time.
• The proposed zone reclassification would be reasonable and beneficial at this
time as it creates infill in an existing rural community and is not an expansion
of it. Furthermore, it has met the infrastructure requirements for rural
communities and has a General Plan designation of RIR (Rural Residential).
Agricultural Mitigation
This project will be subject to the Agricultural Mitigation Ordinance of the Development Title if
the project is approved. The Ordinance requires agricultural mitigation for a Zone
Reclassification that changes the permitted uses from agricultural to a non-agricultural use,
regardless of the General Plan designation. (Section 9-1080.3(x) (1)).Agricultural Mitigation
shall be satisfied by granting a farmland conservation easement or other farmland
conservation mechanism as set forth in Development Title Section 9-1080.3(d). The number
of acres of agricultural mitigation land shall be at least equal to the number of acres that will
be changed to a non-agricultural use (a 1 A ratio). Pursuant to Section 9-1080.3(f),
submission of the required legal instrument to provide agricultural mitigation land shall occur
at the time of Grading Permit or Building Permit issuance for the underlying development
3
i
