Wastewater <br /> The wastewater requirement within a rural community permits a septic system. (General Pian, <br /> Volume 1, pg. IV-103) <br /> Water Supply <br /> If parcels are two acres or greater and no public water system exists, individual wells may be <br /> permitted. (General Plan, Volume I, pg. IV-105) <br /> Stormwater Drainage <br /> On-site drainage may be permitted if parcels are two acres or more. (General Plan, Volume I, p. <br /> IV-109) <br /> Bases for Zone Reclassification <br /> In order to approve an application for a Zone Reclassification, the Planning Commission and <br /> Board of Supervisors shall determine that the following Bases for Zone Reclassification can be <br /> made in the affirmative: <br /> a) The proposed zone district is consistent with the General Plan, any applicable Master Plan, <br /> and any applicable Specific Plan. <br /> • The proposed Zone Reclassification is consistent with the General Plan <br /> because the parcel has a General Plan designation of RIR (Rural Residential); <br /> the R-R (Rural Residential) zone is an implementing zone of the RIR General <br /> Plan designation. Parcels will be a minimum of two-acres and, therefore, may <br /> be developed with a private septic system, individual well and on-site storm <br /> drainage. <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> • The proposed zone reclassification would be reasonable and beneficial at this <br /> time as it creates infill in an existing rural community and is not an expansion <br /> of it. Furthermore, it has met the infrastructure requirements for rural <br /> communities and has a General Plan designation of RIR (Rural Residential). <br /> Agricultural Mitigation <br /> This project will be subject to the Agricultural Mitigation Ordinance of the Development Title if <br /> the project is approved. The Ordinance requires agricultural mitigation for a Zone <br /> Reclassification that changes the permitted uses from agricultural to a non-agricultural use, <br /> regardless of the General Plan designation. (Section 9-1080.3(x) (1)).Agricultural Mitigation <br /> shall be satisfied by granting a farmland conservation easement or other farmland <br /> conservation mechanism as set forth in Development Title Section 9-1080.3(d). The number <br /> of acres of agricultural mitigation land shall be at least equal to the number of acres that will <br /> be changed to a non-agricultural use (a 1 A ratio). Pursuant to Section 9-1080.3(f), <br /> submission of the required legal instrument to provide agricultural mitigation land shall occur <br /> at the time of Grading Permit or Building Permit issuance for the underlying development <br /> 3 <br /> i <br />
