• If approved, any development on this 15.59-acre area would have to meet the <br /> density requirement of one to five dwelling units per 5 gross acres. <br /> (2) Typical Housing Type: Detached, single family dwelling units. <br /> • If approved, residential development would be subject to this requirement. <br /> (3) Locational criteria: Appropriate in rural communities and only for areas of existing rural <br /> residential densities in urban communities. <br /> The project site is within the rural community of New Jerusalem. Most of the adjacent <br /> Growth Accommodation In Rural Communities <br /> New Jerusalem is classified as a rural community (General Plan Figure IV-1). Rural <br /> communities shall grow primarily through infill and should not be expanded. (General Plan <br /> Key Plan Strategy No. 1, Growth Accommodation, Volume 1, pg. III-2) <br /> The proposed project is creating infill development within New Jerusalem, <br /> and therefore, is not expanding it. <br /> E New Jerusalem <br /> General Plan Volume II (page XII-30) states the following in regards to the rural community of <br /> New Jerusalem: <br /> i <br /> General Plan Implementation Measures Specific to the Community: <br /> 1. Before any development applications are approved within 2,000 feet of the existing <br /> agricultural airstrip, either it shall be closed and the site remediated, or a Border <br /> Zone Determination shall be issued by the State Department of Health Services. <br /> The airstrip has been abandoned. The applicant has submitted a Site Investigation Work <br /> Plan to the California Regional Water Quality Control Board.(CRWCQCB) to identify potential <br /> contaminants on the project site. In a letter dated October 3, 2008, the CRWCQB states that <br /> the "portion of the property that [the applicants] wish to develop with residential units does not <br /> contain pesticide residuals in soil that would impede residential development." However, <br /> CRWQCB states that the operations area at the west end of the parcel does contain some <br /> contamination that requires further review. As a condition of approval of the underlying Major <br /> Subdivision, and prior to any residential development, the applicant must obtain final <br /> verification from CRWCQB that the entire site has been remediated. <br /> Infrastructure Re uirements for Rural Communities <br /> The parcel is currently served by a private septic system for wastewater, a private well for water <br /> and stormwater drainage is retained on-site.
