CENTRAL VALLF - REGIONAL WATER QUALIT CONTROL BOARD INSPECTION REPORT 14 April 1992 DISCHARGER: Trinkle & Boys Flying Service LOCATION & COUNTY: Tracy, San Joaquin County — CONTACT(S) : Eric Trinkle & father; Dwayne Boys ., INSPECTION DATE: 2 April 1992 INSPECTED BY: Christine Holm and Wendy Wyels ACCOMPANIED BY: Nick Duren, San Joaquin County Agricultural Commissioner staff OBSERVATIONS AND COMMENTS: The purpose of this inspection was threefold: • Investigate the complaint that pesticide solutions were being dumped into the New Jerusalem Drainage District's tile drain line; • Review and discuss the prior contamination situation with the discharger and '- ascertain the reason for their not reporting on rinse and wash water storage and use; • Inspect the operations area, assess current practices, and determine the reason for their not submitting a waste management plan by the due date of 30 March . The tile drain line had three concrete risers with steel manhole covers . The line paralleled the paved runway, and crossed it diagonally several hundred feet east of the operations area and washpad drain. We inspected the first drain line riser area, which was several hundred yards east of the operations area. The New Jerusalem Drainage District had repaired three breaks in the line, and this was evidenced by bare earth spots between the risers. The discharger stated that the damage was caused by earth sinks which appeared after the 1989 Loma Prieta earthquake. The manhole cover had no locking mechanism. It didn't appear tampered with, although there was no way to determine whether the cover had _ been recently removed. The discharger strongly denied placing anything into the drain. I believe that this is the case, since 1988 anyway. Eric Trinkle and Dwayne Boys are aware that repercussions from such an illegal act could be serious. Nick Duren also does not believe that they have been putting anything into the drain. A 3-inch gray uncapped plastic pipe was sticking out of the ground several feet away from the first riser. The reason for this pipe was unknown. It was surmised that it was placed there by the District to monitor possible impacts from an illegal pesticide discharge suspected to have occurred in 1988. We discussed the lack of reporting on storage and use of collected rinse/wash waters. Monitoring and Reporting Order No. 90-812 required that the discharger, for one year, sample and report on ground water conditions and on the use of the rinse/wash water above ground holding tank. This Order expired on 9 October 1991 . The monitoring requirements for ground water were met, however, the logging and reporting on the volume and use of equipment rinse/wash waters was not done. Mr. Boys stated that all of their rinse/wash waters have been held in the tank, and just stored. He said that since they didn't draw from the tank, or do anything with the stored wastewater, he didn't think it was necessary
