Trinkle & Boys Flying Service - 2 - <br /> Inspection Report 14 April 1992 <br /> to report anything. We stressed the importance of communicating, so that such <br /> misunderstandings do not develop. <br /> We inspected the mixing, loading, and washing area. It was in poor condition in that the <br /> concrete pad was very badly cracked, and the submersible pump located in the sump was out <br /> of order. Mr. Boys stated that the accumulation of dirt and grit was hard on the pump . <br /> Water was ponded in and around the sump. There was little pesticide odor, and a medium <br /> amount of staining on the tarmac and concrete pad. <br /> The poly tank was placed on a bed of gravel and was surrounded by a concrete secondary__ <br /> containment wall , which was undersized. I 'm not sure if a concrete floor was part of the , <br /> containmentstructure. The inlet to the tank consisted of a flexible hose that attached•; <br /> to the lower inlet line coming from the washpad and wrapped around the outside of the tank= <br /> so that it discharged into the tank through a manhole-sized port at the top. This hole <br /> was left open to promote evaporation. We observed an outlet valve near the bottom of the '- i <br /> tank, so the capability exists to draw from it by gravity flow. <br /> The discharger stated that they had just submitted their waste management plan, and that <br /> it was essentially the same plan that Patterson Flying Service and Atwood Flying Service <br /> were using. Plans for complying with the waiver include repairing and extending the <br /> concrete pad south over the runway approach area, installing a mixing/loading area with <br /> secondary containment, and moving the pump out from the sump and closer to the rinse/wash <br /> water holding tank. <br /> Eric Trinkle stated that area-wide residential development plans are being made which may <br /> impact them, and that they may not be there in five years; this seems plausible. He said <br /> that they may not want to install an expensive permanent system in light of the possible <br /> development. <br /> SUMMARY: <br /> There was no evidence or indication that the complaint of dumping pesticide solutions into <br /> the New Jerusalem Drainage District's tile drain line was founded, however, this type of <br /> illegal activity is difficult to trace. <br /> The discharger is out of compliance with our programs, but seems willing to cooperate . <br /> The concrete pad is badly cracked, and the sump pump which moves wash water to the poly <br /> tank is out of order. Moderate staining and little odor were detected. They have <br /> submitted an acceptable waste management plan for meeting waiver conditions, however, they <br /> were a few days late with this submi ttal , <br /> INSPECTOR SIGNATURE & DATE <br />
