g. RESTRICTED ACCESS: To restrict access, a fence or wall shall be constructed along the eastern <br /> property line adjacent to Koster Road of Lot 1 and Lot 7 and along the western property line <br /> adjacent to State Route 33 of Lot 4. The fence or wall shall be included on the subdivision <br /> improvement plans. The plans for the fence or wall shall be reviewed and approved by the <br /> Community Development Department prior to approval of the subdivision improvement plans. <br /> (Development Title Section 9-1150.10) <br /> 2. COUNTY COUNSEL <br /> a. HOLD HARMLESS PROVISION: Pursuant to Section 66474.9 of the Government Code, the <br /> subdivider shall defend, indemnify, and hold harmless the local agency or its agents, officers, and <br /> employees from any claim, action, or proceeding against the local agency or its agents, officers, or <br /> employees to attack, set aside, void, or annul an approval of the local agency; advisory agency, <br /> appeal board, or legislative body concerning a subdivision, which action is brought within the time <br /> provided for in Section 66499.37 of the Government Code. <br /> 3. DEPARTMENT OF PUBLIC WORKS(Staff Contact: Alex Chetley, [209]468-3023) <br /> a. All improvements shall be in conformance with the current Improvement Standards and <br /> Specifications of the County of San Joaquin. All improvement plans and specifications shall <br /> include grading plan for each individual lot, if applicable. These improvement plans and <br /> specifications are subject to plan check, field inspection fees and must be approved by the <br /> County of San Joaquin Department of Public Works prior to approval of the Final Map. <br /> (Development Title Sections 9-240, 9-910, 9-1100 and R-92-814) <br /> b. A Preliminary Soils Report is required in accordance with the County Standards for the purpose <br /> of determining the R-Value for the design of the roads. (Development Title Section 9-910.2) <br /> c. A grading plan shall be submitted as a part of the improvement plans and approved prior to <br /> approval of the Final Map. The grading plan shall contain the information listed in the California <br /> Building Code (CBC), Appendix, Chapter 33, Section 3309, complete drainage details and <br /> elevations of adjacent parcels. Retaining wall details shall be submitted where applicable. <br /> Grading in excess of 5,000 cubic yards shall comply with Sections 3309.3 and 3309.4 for <br /> "Engineered Grading Requirements." See informational notes regarding finish floor elevations in <br /> areas of historical flooding. (Grading that disturbs more than one acre will require a National <br /> Pollutant Discharge Elimination System permit.) <br /> d. Owner shall file Permit Registration Documents (PRD) with the State Water Resources Control <br /> Board (SWRCB) and comply with the State "General Permit for Storm Water Discharges <br /> Associated with Construction Activity". The Waste Discharge Identification Number (WDID), <br /> issued by SWRCB, shall be submitted to Public Works for the file. <br /> e. The developer shall provide separate drainage facilities for each Lot in accordance with the San <br /> Joaquin County Development Standards. Retention basins shall be fenced with six (6) foot high <br /> chain link fence or equal when the maximum design depth is 18 inches or more. (Development <br /> Title Section 9-1135) <br /> f. Prior to approval of the Final Map, Trinkle Court, a private road, shall be improved in <br /> conformance with County Standards for a 50 foot Rural Residential Road. <br /> g. Prior to approval of the Final Map, the entire existing pavement shall be demolished. This work <br /> shall be reflected on the subdivision improvement plans. <br /> h.
