7,2 Environmental Health Department Databases <br /> Live Oak reviewed two databases maintained by the EHD, the Underground Storage <br /> Tank Site Mitigation List, dated May 7, 2010, and the Unit IV Sites (LOP) fist, dated May <br /> 2010, for surrounding facilities of concern. No listed facilities were found within one- <br /> quarter mile of the subject Site. <br /> Live Oak reviewed the EHD's Water Well Data Table dated March 10, 2009 for nearby <br /> addresses that have been tested for nitrate and dibromochloropropane (DBCP). Three <br /> nearbywells were identified at addresses located within approximately 0.75 miles of the <br /> pp Y <br /> Site. Two of the wells had been tested for DBCP; it was not detected in either well. <br /> Nitrate as NO3 was detected in all three wells at concentrations of 18 to 31 parts per <br /> million (ppm). The Maximum Contaminant Level (MCL) set by the US EPA for nitrate as <br /> NO3 is 45 ppm. <br /> 7.3 Office of Ememencv Services Databases <br /> The San Joaquin County Office of Emergency Services (OES) Hazardous Materials <br /> Management Program (HMMP) Compliance Website was searched on April 14, 2011. <br /> An Agricultural Hazardous Materials Inventory was identified for the Site address under <br /> the name of C&A Navarra Ranch Inc.; the inventory was not accessible due to security <br /> restrictions. <br /> Michelle Halliwell of the OES was interviewed by telephone on April 28, 2011. She <br /> indicated at this time that one hazardous materials incident report is on file in the OES <br /> database for the Site address. An additional six incident reports which appear to be on <br /> or adjacent to the Site were identified as well. The incidents are listed by date as <br /> follows: <br /> • West side of Koster Road one-quarter mile south of Highway 132 Rd., 2001. <br /> Drug lab waste was set on fire on the side of the road. Cleanup was funded by <br /> DTSC. <br /> • Highway 132 east of Koster Road, 2005. Activated charcoal (20 pounds) <br /> dumped; CalTrans was to remove the material. <br /> • Highway 132 at Koster Road, 2006. Abandoned methamphetamine lab material <br /> was found; CalTrans and DTSC were contacted. <br /> • Highway 132 east of Koster Road, May 2008. Abandoned methamphetamine lab <br /> material was found; the incident was referred to DTSC. The incident report stated <br /> that there was "no release" of hazardous materials. <br /> IN 34770 South Koster Road (Parcel -01 of subject Site), October 2008. <br /> Abandoned methamphetamine lab material was found in the orchard, it had been <br /> burned. The incident report stated that there was "no release" of hazardous <br /> materials. The debris was removed by a DTSC contractor. <br /> LOGE 1117 Page 7 <br />
