An Emergency Response complaint form from June 2009 was also on file; it indicated <br /> that a pile of methamphetamine generator paraphernalia had been set on fire on the <br /> Site. The pile was located halfway up the western side of parcel -10. At the <br /> recommendation of the OES, two inches of soil were removed from an area 8 by 11 <br /> yards in size by a clean-up contractor. Drums, canisters, and melted buckets were also <br /> removed. <br /> A Complaint Investigation Form from July 2002 indicates that 75 gallons of diesel spilled <br /> from an overturned truck with a punctured tank into an irrigation ditch on the Site. The <br /> ditch flowed into a small drainage pond. Ramos Oil was contracted to remove the <br /> diesel, and the complaint was abated. <br /> Live Oak searched the EHD well and septic permit files on March 18, 2011 for the Site <br /> address. The following five permits were identified: <br /> • September 1976 permit for septic system installation at mobile home. The <br /> system utilizes a 1,200-gallon tank and two 70-foot leach lines (475 W. Blewett). <br /> • September 1976 permit for septic system installation at shop. The system <br /> utilizes a 1,200-gallon tank and two 70-foot leach lines (475 W. Blewett). <br /> • December 1990 permit for replacement of irrigation well, including destruction of <br /> old well (475 W. Blewett). <br /> • April 1991 permit for installation of new turbine pump at irrigation well (475 W. <br /> Blewett). <br /> • March 1993 permit for installation of new irrigation well (34770 S. Koster). <br /> Copies of the EHD records have been included in Appendix 4 of this report. <br /> 7.0 GOVERNMENT AGENCY RESEARCH <br /> 7.1 EPA Databases <br /> The California Environmental Protection Agency (EPA) manages contaminated sites <br /> through two sub-agencies: the State Water Resources Control Board (SWRCB) and the <br /> Department of Toxic Substances Control (DTSC). The SWRCB's GeoTracker database <br /> includes underground storage tank (UST) sites, leaking underground storage tank <br /> (LUST) sites, cleanup program sites, and land disposal sites. DTSC's EnviroStor <br /> database includes Federal Superfund sites, State response sites, voluntary cleanup <br /> sites, school cleanup sites, corrective action sites, and permitted hazardous waste <br /> facilities. <br /> Live Oak searched both databases on April 14, 2011 for any listed sites within one- <br /> quarter mile of the Site. The subject Site was not listed on either database, and no <br /> listed facilities were identified within one-quarter mile. <br /> LOGE 1117 Page 6 <br />
