San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Agricultural Resources,Land Use,and Planning <br /> applicants whose projects would cause the loss of biological resources and/or <br /> conversion of habitats. <br /> For the purpose of determining the appropriate fees and mitigation ratios,habitat <br /> types have been divided into the following categories and corresponding <br /> development fees((these fees are effective January 1,2006 through December <br /> 31,2006 or until adoption of fees resulting from updated Financial Analysis of <br /> the SJMSCP): <br /> ■ Multi-Purpose Open Space-$1,651 <br /> ■ Natural-$3,304 <br /> r ■ Agriculture- $3,304 <br /> ■ Vernal Pool,uplands -$10,081 <br /> ■ Vernal Pool,wetted- $60,379 <br /> As development occurs and participants choose to mitigate through the SJMSCP, <br /> development fees are charged and used in most cases to preserve large <br /> contiguous areas of plant and wildlife habitat. Conversion of multipurpose open <br /> space lands does not result in incidental take and does not require compensation <br /> L in the form of preserve acquisition. Instead, compensation for multipurpose open <br /> space land is triggered by the requirement to assist in financing the SJMSCP <br /> preserve system by supporting a portion of the enhancement, management,and <br /> administration costs associated with the system. The fees are paid to the San <br /> Joaquin Council of Governments(SJCOG)and are adjusted annually. <br /> Aggregate mining is considered a project covered under the SJMSCP. <br /> Impact Analysis <br /> Approach and Methodology <br /> To assess the impacts of the proposed Project, land uses surrounding the project <br /> site were identified using existing planning information from San Joaquin <br /> County,the Reclamation Plan,and from reconnaissance-level field surveys. <br /> Potential land use impacts are based on the proposed Project's potential to <br /> conflict with existing or planned land uses or adopted land use plans. <br /> Potential impacts related to agricultural resources are based on an examination of <br /> the total acreage of farmlands and the classifications of farmlands that would be <br /> affected by the Project. To assess the impacts of the proposed Project,the <br /> Project's consistency with the agricultural land use plans and policies discussed <br /> above was evaluated.
