San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Agricultural Resources,Land Use,and Planning <br /> The proposed Project would introduce industrial elements, such as the <br /> crushing and screening equipment and materials stockpiles, into the <br /> landscape. To diminish the visibility of the equipment and stockpiles,berms <br /> would be constructed along the southern and eastern edges of the mining <br /> areas, and trees and native shrubs would be planted along the project <br /> boundaries. These measures would help screen project facilities from public <br /> + view (see section 3.A,"Aesthetics"). <br /> ■ It is not anticipated that the proposed Project would have any negative <br /> impacts on surrounding agricultural uses in terms of water supply(see <br /> section 3.G, "Surface Water, Stormwater, and Water Quality"). <br /> Based on the project design and implementation of the measures mentioned <br /> .� above,the proposed Project would be compatible with surrounding land uses. <br /> This impact is considered less than significant. No mitigation is required. <br /> r <br /> Impact LU-5: Consistency with Applicable Local Plans <br /> _ and Policies (Less than Significant) <br /> General Plan <br /> The proposed Project would involve mining activities in an area of agricultural <br /> land uses and scattered rural residences. The project site is identified for <br /> agricultural land uses in the County General Plan and is located in an area that <br /> contains substantial deposits of mineral resources. Because Prime Farmland is <br /> recognized as a finite resource, the Project has been designed to support <br /> agricultural use of the site,concurrent with mining operations. The landowners <br /> propose to actively farm the portions of the site not currently under mining <br /> operations(see Figure 2-7 for staging plan). The staging of the Project(i.e., <br /> excavation)has been designed to accommodate the continued farming of the later <br /> stages of the Project concurrent with mining activities. The existing orchard <br /> would not be completely removed at the onset of the Project; rather,the areas <br /> identified as later stages would continue to be farmed while excavation takes <br /> place on other areas of the site. Further,the Applicant proposes a reclamation <br /> plan that is designed to support agricultural land uses following the conclusion of <br /> mining and reclamation activities at the site. Therefore,the Project is not <br /> anticipated to be inconsistent with the General Plan and would not result in a <br /> detrimental impact on the management or use of surrounding agricultural <br /> ` properties. The proposed Project is not expected to adversely affect surrounding <br /> agricultural lands and would not conflict with County General Plan land use <br /> policies. <br /> Zoning Ordinance <br /> The proposed use is permitted in agricultural districts with an approved surface <br /> mining permit for the mineral extraction. The standards for approval of a mining <br /> operation are set forth in San Joaquin County Development Title 9 and in the <br /> County General Plan, as described above in the"Regulatory Setting"section. <br /> These standards would be adhered to by the Applicant.
