San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Agricultural Resources,Land use,and Planning <br /> San Joaquin County Development Title allows quarry excavation in AG zones <br /> provided that one of the following occurs. <br /> 1. Areas for excavation are designated by the County General Plan as <br /> "Resource Conservation,"and the State Mining and Geology Board has <br /> identified the areas as construction aggregate deposits of regional <br /> significance. <br /> 2. The portion of the property to be excavated contains substantial deposits of <br /> mineral resources or a portion of a deposit of substantial mineral resources. _ <br /> 3. The soil on the parcel is not classified as Prime Farmland,Farmland of <br /> Statewide Significance,or Unique Farmland. <br /> The Division of Mines and Geology Open File Report 91-03 classifies much of <br /> the site as MRZ-3, and according to site drilling data, the southern portion of the <br /> site contains substantial deposits of mineral resources(RDT 2004). The norther J <br /> portion of the project site is classified as MRZ-1. Further,the Project would <br /> include review and approval of a Conditional Use Permit and Reclamation Plan <br /> from the County. Therefore,the Project is not expected to be inconsistent with <br /> the zoning ordinance. <br /> Williamson Act _ <br /> The project site and lands north (north of SR 132Nernalis Road)and south of the <br /> site(south of Blewett Road) are not currently enrolled in Williamson Act <br /> contracts. Properties to the west of the site on the opposite side of the Delta- <br /> Mendota Canal, as well as properties located east of(across)Koster Road,are <br /> currently enrolled in Williamson Act contracts. <br /> The project site is not currently enrolled in a Williamson Act contract, and the <br /> Project would not require the acquisition of adjacent or nearby lands currently <br /> under Williamson Act contracts. Therefore,the Project would not prevent the <br /> continued use of the Williamson Act-contracted properties and would not <br /> interfere with the viability or agricultural capabilities of these properties. The <br /> Project would not conflict with existing Williamson Act contracts. Impacts are <br /> considered less than significant. The proposed Project would not result in _ <br /> conflict with existing plans and policies regarding agriculture. Therefore this <br /> impact is considered less than significant,no mitigation is necessary. <br /> Impact LU-6: Disrupt a Natural or Recreation Area, Affect <br /> Access to Waterways, or Allow Trespass onto _ <br /> Surrounding Land (Less than Significant) <br /> There are no existing natural or recreational facilities at or within the immediate _ <br /> project vicinity. The nearest regional park facility,Mossdale Crossing Regional <br /> Park(San Joaquin County Parks and Recreation Department web site), is located <br /> southwest of Lathrop,approximately 12 miles northeast of the site.
