San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures .st <br /> Development Department Air Quality <br /> SJVAPCD Rule 4306(Boilers,Steam Generators,and Process Heaters, <br /> Phase 3): This rule requires all boilers and steam generators with a heat input <br /> rating greater than 5 million British thermal units per hour(MMBtu/hr)to <br /> achieve certain exhaust limits for NO,and CO. This rule was established in 2003 <br /> as part of the strategy for achieving ozone attainment. <br /> Rule 4601 (Architectural Coatings): This rule limits volatile organic <br /> compounds (VOC)from architectural coatings. This rule specifies architectural <br /> coatings storage, clean up, and labeling requirements. <br /> Rule 4641 (Cutback, Slow Cure, and Emulsified Asphalt,Paving, and <br /> Maintenance Operations): If asphalt paving will be used,paving operations <br /> will be subject to this rule. This rule applies to the manufacture and use of <br /> cutback asphalt, slow cure asphalt, and emulsified asphalt for paving and <br /> maintenance operations. <br /> SJVAPCD Rule 4663 (Organic Solvent Cleaning,Storage,and Disposal): <br /> This rule includes restrictions on the types of solvents that may be used and 1 <br /> restrictions on the organic content of solvents used for cleaning, especially for <br /> cleaning related to medical devices and pharmaceuticals. <br /> Rule 4701 (Internal Combustion Engines—Phase 1): This rule limits the <br /> emissions of NO„ CO, and VOC from internal combustion engines.
