San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Air Quality <br /> Impact Analysis <br /> '- Approach and Methodology <br /> Impacts on air quality were assessed based on information contained in the <br /> SJVAPCD's Guide forAssessing and Mitigating Air Quality Impacts(2002). <br /> Construction and operation activities could result in direct and indirect impacts <br /> on air quality caused by ground disturbance or vegetation clearing as part of <br /> i project construction and/or as a result of project operations. <br /> The thresholds of significance found in the State CEQA Guidelines(discussed <br /> ... below)were used to determine the significance of these impacts. <br /> �. Construction-Related Emissions <br /> A review of the District's Guide for Assessing and Mitigating Air Quality <br /> Impacts(2002), indicates the SJVAPCD considers PM 10 to be the primary <br /> pollutant of concern from construction activities,and compliance with the <br /> SJVAPCD Regulation VIII will constitute sufficient mitigation to reduce PMIO <br /> emissions to less-than-significant levels. For the CEQA analysis,construction <br /> emission estimates were not quantified,as the SJVAPCD requires <br /> implementation of effective and comprehensive control measures rather than <br /> detailed quantification of emissions(SJVAPCD 2002). The amount of PM 10 <br /> emitted during construction activities varies greatly depending on the level of <br /> activity,the specific operations taking place,the equipment being operated, soil <br /> characteristics, and weather conditions. Despite this variability in emissions, <br /> •' experience has shown that several feasible control measures can be reasonably <br /> implemented to reduce PMIO emissions during construction. <br /> >. The SJVAPCD has determined that compliance with its Regulation VIII Fugitive <br /> PMIO Prohibitions, including implementation of all feasible control measures <br /> specified in its Guide for Assessing Air Quality Impacts (SJVAPCD 2002), is <br /> .. sufficient mitigation to minimize adverse air quality effects from construction. <br /> All construction projects must abide by this regulation. Since the publication of <br /> the District's guidance manual,the SJVAPCD has revised some of the rules <br /> comprising Regulation VIII. Guidance from the SJVAPCD staff indicates that <br /> implementation of a Dust Control Plan would satisfy all of the requirements of <br /> the SJVAPCD Regulation VIII (Cadrett pers. comm.).
