San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Air Quality _ <br /> Operation-Related Emissions <br /> Facility Emissions _ <br /> Three types of air pollutant sources are associated with the mining process at the <br /> proposed project site: stationary, area,and mobile sources. Stationary sources <br /> are sources of emissions that typically do not move around. These include the _ <br /> processing plants(i.e.,aggregate processing,asphalt concrete, and portland <br /> cement concrete plants)located in the northern portion of the project site. The <br /> Stationary Source components of the Project are subject to New Source Review <br /> and Permitting requirements administered by the SJVAPCD. Area sources are _ <br /> sources for which a methodology is used to estimate emissions; they can include <br /> area-wide,mobile and natural sources,and groups of stationary sources(such as <br /> dry cleaners and gas stations). At the project site,area sources include emissions — <br /> from onsite activities(i.e.,mining activities)and natural gas combustion for <br /> heating requirements(i.e.,water heater and furnace). Mobile sources are sources <br /> of emissions associated with vehicle trips, and include employees,deliveries,and <br /> maintenance activities, in addition to trucks used to haul quarry materials. <br /> Operation of the mine facilities are anticipated to result in air quality emissions _ <br /> from the following activities. <br /> ■ Plant building area sources <br /> ■ Overburden removal/mining activities _ <br /> ■ Mined materials stockpiling .. <br /> ■ Stockpile to plant site <br /> ■ Aggregate processing plant <br /> ■ Asphalt concrete plant <br /> ■ Portland cement concrete plant <br /> ■ Recycling plant <br /> ■ Aggregate handling and storage piles <br /> ■ Materials hauling <br /> Emissions resulting from the aggregate processing plant, asphalt concrete <br /> processing,portland cement concrete processing,recycling plant asphalt concrete <br /> processing,and aggregate handling and wind erosion of storage piles were <br /> estimated using emission factors from the 5'"Edition of the EPA's AP-42 <br /> Compilation of Air Pollutant Emission Factors, Volume 1: Stationary Point and <br /> Area Sources (year). These emission calculations represent the uncontrolled <br /> worst-case emissions from the facility. These stationary sources would be <br /> subject to Rule 2201 (New and Modified Stationary Source Review Rule) <br /> which would require the facility to implement the Best Available Control <br /> Technology(BACT) for all processes that exceed the BACT threshold,and to <br /> purchase emission reduction credits or offset for all facility NO, emissions in <br /> excess of 10 tons per year. <br /> DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report 3.0-10 <br /> As 0105. 5 <br />
