San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures Development Department Air Quality _ Operation-Related Emissions Facility Emissions _ Three types of air pollutant sources are associated with the mining process at the proposed project site: stationary, area,and mobile sources. Stationary sources are sources of emissions that typically do not move around. These include the _ processing plants(i.e.,aggregate processing,asphalt concrete, and portland cement concrete plants)located in the northern portion of the project site. The Stationary Source components of the Project are subject to New Source Review and Permitting requirements administered by the SJVAPCD. Area sources are _ sources for which a methodology is used to estimate emissions; they can include area-wide,mobile and natural sources,and groups of stationary sources(such as dry cleaners and gas stations). At the project site,area sources include emissions — from onsite activities(i.e.,mining activities)and natural gas combustion for heating requirements(i.e.,water heater and furnace). Mobile sources are sources of emissions associated with vehicle trips, and include employees,deliveries,and maintenance activities, in addition to trucks used to haul quarry materials. Operation of the mine facilities are anticipated to result in air quality emissions _ from the following activities. ■ Plant building area sources ■ Overburden removal/mining activities _ ■ Mined materials stockpiling .. ■ Stockpile to plant site ■ Aggregate processing plant ■ Asphalt concrete plant ■ Portland cement concrete plant ■ Recycling plant ■ Aggregate handling and storage piles ■ Materials hauling Emissions resulting from the aggregate processing plant, asphalt concrete processing,portland cement concrete processing,recycling plant asphalt concrete processing,and aggregate handling and wind erosion of storage piles were estimated using emission factors from the 5'"Edition of the EPA's AP-42 Compilation of Air Pollutant Emission Factors, Volume 1: Stationary Point and Area Sources (year). These emission calculations represent the uncontrolled worst-case emissions from the facility. These stationary sources would be subject to Rule 2201 (New and Modified Stationary Source Review Rule) which would require the facility to implement the Best Available Control Technology(BACT) for all processes that exceed the BACT threshold,and to purchase emission reduction credits or offset for all facility NO, emissions in excess of 10 tons per year.
