San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Biological Resources <br /> Local Regulations <br /> San Joaquin County General Plan <br /> Objective 1. To protect and improve the County's vegetation,fish,and wildlife <br /> resources. <br /> Objective 2. To provide undeveloped open space for nature study,protection of <br /> endangered species,and preservation of wildlife habitat. <br /> Policy 1. Resources of significant biological and ecological importance in <br /> San Joaquin County shall be protected. These include wetlands;riparian <br /> areas;rare,threatened and endangered species and their habitats,as well as <br /> potentially rare or commercially important species;venal pools;significant <br /> oak groves;and heritage trees. <br /> Policy 8. Strips of land along waterways shall be protected for nesting and <br /> foraging habitat and for protection of waterway quality. <br /> San Joaquin County Multi-Species Habitat and Open Space <br /> Conservation Plan <br /> The SJMSCP has been prepared by the County and its cities to provide a regional <br /> r approach to mitigating development impacts on the 100 listed and nonlisted <br /> plant,fish, and wildlife species covered by the SJMSCP, compensating for the <br /> conversion of open space to non—open space uses. In addition,the SJMSCP <br /> .. provides some compensation to offset the impacts of open space land <br /> conversions on other beneficial open space uses such as recreation, agriculture, <br /> scenic values, educational purposes, flood control, and use by cornmon plant, <br /> fish,and wildlife species that are not included in the list of SJMSCP-covered <br /> ` species. The plan allows a development impact fee to be paid by project <br /> applicants whose projects would cause the loss of biological resources and/or <br /> conversion of habitats. <br /> For the purpose of determining the appropriate fees and mitigation ratios,habitat <br /> types have been divided into the following categories(these fees are effective <br /> January 1,2006 through December 31,2006 or until adoption of fees resulting <br /> from updated Financial Analysis of the SJMSCP): <br /> ■ Multi-Purpose Open Space—$1,651 <br /> ■ Natural—$3,304 <br /> _ ■ Agriculture—$3,304 <br /> ■ Venial Pool—uplands—$10,081 <br /> ■ Vernal Pool—wetted—$60,379 <br /> As development occurs and participants choose to mitigate through the SJMSCP, <br /> development fees are charged and used in most cases to preserve large <br /> contiguous areas of plant and wildlife habitat.
