San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Biological Resources <br /> in the form of preserve acquisition. Instead,compensation for multipurpose open <br /> space land is triggered by the requirement to assist in financing the SJMSCP <br /> preserve system by supporting a portion of the enhancement, management, and <br /> administration costs associated with the preserve system. The fees are paid to the <br /> San Joaquin Council of Governments(SJCOG)and adjusted annually.Aggregate <br /> mining(proposed Project)is considered a covered project under the SJMSCP. <br /> Impact Analysis _ <br /> Approach and Methodology <br /> Impacts on biological resources were assessed based on preliminary design <br /> drawings and site-specific information gathered during field surveys. <br /> Construction and operation activities could result in direct and indirect impacts <br /> on biological resources caused by ground disturbance or vegetation clearing as <br /> part of project construction and/or as a result of project operations. <br /> The mitigation measures presented in this section have been identified to avoid, <br /> minimize, and compensate for potential impacts on biological resources. <br /> Assumptions <br /> The EIR analysis is based on the following assumptions. <br /> ■ No construction activities or future quarry operations will occur within a _ <br /> proposed 40-foot-wide buffer along the Delta-Mendota Canal along the <br /> southwest boundary of the project area. <br /> ■ With exception of the buffer along the Delta-Mendota Canal and a utility — <br /> easement in the southern portion of the study area, the entire project area will <br /> be developed for mining activities or related facility or plant construction. <br /> ■ Special-status plants will not be affected by the proposed Project because the <br /> project area does not support suitable microhabitat conditions for special- <br /> status plants documented or identified as having potential to occur in the <br /> project region. — <br /> DeSilva Gates Quarry Project — <br /> Draft Environmental Impact Report 3.D-12 <br /> As 05105.05 <br />
