San Joaquin County Community Environmental Setting,Impacts, and Mitigation Measures
Development Department Biological Resources
Thresholds of Significance
State CEQA Guidelines and scientific standards were used to determine whether
the proposed Project would have a significant impact on biological resources. A
project would have a significant impact on biological resources if it would have
any of the following characteristics.
■ Interfere substantially with the movement of any native resident or migratory
i wildlife species or with established native resident or migratory wildlife
corridors or impede the use of native wildlife nursery sites.
■ Have a substantial adverse effect, either directly or through habitat
modification, on any species identified as a candidate, sensitive,or special-
status species in local or regional plans, policies,or regulations or by DFG or
USFWS.
y ■ Have a substantial adverse effect on federally protected wetlands, as defined
by CWA Section 404(including,but not limited to,marsh, veinal pool, and
coastal wetlands)through direct removal, filling, hydrological interruption,
► or other means.
■ Conflict with any local policies or ordinances protecting biological resources,
such as a tree preservation policy or ordinance.
■ Conflict with the provisions of an adopted habitat conservation plan, natural
communities conservation plan,or other approved local, regional,or state
habitat conservation plan.
Impacts and Mitigation Measures
This section describes mitigation measures to reduce potentially significant
impacts on biological resources to a less-than-significant level. Avoidance,
minimization, and compensation measures identified for SJMSCP-covered
species are consistent with the SJMSCP and would fully mitigate effects on
L SJMSCP-covered species. In addition,avoidance,minimization, and
compensation measures identified would ensure that the project is consistent with
the San Joaquin County General Plan.
Impact BIO-1: Loss of Active Special-Status and Non-
Special-Status Migratory Bird Nests (Less than Significant
with Mitigation Incorporated)
Construction activities associated with the proposed Project would result in the
loss of several acres of almond orchards within the project area. Although
orchard habitats have no special protections, they provide forage, dispersal
corridors, and potential nesting habitat for SJMSCP-covered wildlife species.
Orchards can provide nesting habitat for a number of common migratory birds
and raptors, including yellow-billed magpie, scrub jay,and western kingbird.
DeSilva Gates Quarry Project
Draft Environmental Impact Report 3.D-13
J85 05105.0.5
r
