San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Biological Resources <br /> Thresholds of Significance <br /> State CEQA Guidelines and scientific standards were used to determine whether <br /> the proposed Project would have a significant impact on biological resources. A <br /> project would have a significant impact on biological resources if it would have <br /> any of the following characteristics. <br /> ■ Interfere substantially with the movement of any native resident or migratory <br /> i wildlife species or with established native resident or migratory wildlife <br /> corridors or impede the use of native wildlife nursery sites. <br /> ■ Have a substantial adverse effect, either directly or through habitat <br /> modification, on any species identified as a candidate, sensitive,or special- <br /> status species in local or regional plans,policies,or regulations or by DFG or <br /> USFWS. <br /> y ■ Have a substantial adverse effect on federally protected wetlands, as defined <br /> by CWA Section 404(including,but not limited to,marsh,veinal pool,and <br /> coastal wetlands)through direct removal, filling,hydrological interruption, <br /> ►� or other means. <br /> ■ Conflict with any local policies or ordinances protecting biological resources, <br /> such as a tree preservation policy or ordinance. <br /> ■ Conflict with the provisions of an adopted habitat conservation plan,natural <br /> communities conservation plan,or other approved local,regional,or state <br /> habitat conservation plan. <br /> Impacts and Mitigation Measures <br /> This section describes mitigation measures to reduce potentially significant <br /> impacts on biological resources to a less-than-significant level. Avoidance, <br /> minimization,and compensation measures identified for SJMSCP-covered <br /> species are consistent with the SJMSCP and would fully mitigate effects on <br /> L SJMSCP-covered species. In addition,avoidance,minimization, and <br /> compensation measures identified would ensure that the project is consistent with <br /> the San Joaquin County General Plan. <br /> Impact BIO-1: Loss of Active Special-Status and Non- <br /> Special-Status Migratory Bird Nests (Less than Significant <br /> with Mitigation Incorporated) <br /> Construction activities associated with the proposed Project would result in the <br /> loss of several acres of almond orchards within the project area.
