San Joaquin County Community Environmental Setting,Impacts, and Mitigation Measures
Development Department Cultural Resources
cultural resources through policies that preserve, protect, and create public
awareness of such resources. Implementation of these polices is achieved under
the auspices of the County museum through a heritage information program,
historic preservation promotion and regulation, historic resource inventory, and
historic property registration.
Impact Analysis
Construction and operation activities could result in direct and indirect impacts
on previously undiscovered cultural resources caused by ground disturbance or
vegetation clearing as part of project construction and/or as a result of project
operations.
Thresholds of Significance
Criteria for determining the significance of impacts related to cultural resources
were developed based on the environmental checklist form in Appendix G of the
State CEQA Guidelines (14 CCR 15000 et seq.). An impact related to cultural
resources was considered significant if it would:
■ Cause a substantial adverse change in the significance of a historical resource
or a unique archaeological resource as defined in Section 15064.5.
■ Cause a substantial adverse change in the significance of a resource means
the physical demolition, destruction, relocation, or alteration of the resource
or its immediate surroundings such that the significance of a historical
resource would be materially impaired. Actions that would materially impair
the significance of a historical resource are those that would demolish or
` adversely alter those physical characteristics of a historical resource that
convey its significance and qualify it for inclusion in the CRHR or in a local
register or survey that meets the requirements of PRC 5020.1(k) and
5024.1(8).
Impacts and Mitigation Measures
Impact CULT-1 : Potential Impacts on Existing Structures
at the Project Site (No Impact)
As noted previously,a single-family residence and associated water tank and
_ shed exist at the project site. The residence and structure are more than 50 years
in age were evaluated to determine if they were historical resources for the
purposes of CEQA. A more detailed analysis of the property's eligibility finding
is located in the Cultural Resources Technical Study(Appendix G). The
evaluation concluded the subject property does not appear to meet the criteria for
listing in the California Register of Historical Resources, nor do the structures
DeSilva Gates Quarry Project
Draft Environmental Impact Report 3.E-7
AS ostns.os
r
