San Joaquin County Community Environmental Setting,Impacts, and Mitigation Measures
Development Department Cultural Resources
appear to be a historical resource for the purposes of CEQA. The property does
not retain those aspects of architectural merit or historical significance that would
warrant consideration to local, state,or federal registers. Additionally, changes _
to the property, including the replacement of the primary residence in the 1930s,
and the removal of agricultural buildings such as barns, etc.,have compromised
the property's integrity to a point that it no longer conveys its association with
it's earliest owner. Given the lack of significance and overall integrity, the
subject property does not appear to be a historical resource for the purposes of
CEQA. Therefore, the project will result in no impact to historical
resources.
Impact CULT-2: Potential for Ground-Disturbing
Activities to Damage Previously Unidentified Buried
Cultural Resource Sites (Less than Significant with
Mitigation Incorporated)
Although no known cultural resources were identified as a result of the inventory
conducted for this project, there is some potential that buried cultural resources
could be inadvertently unearthed during quant'operations. Cultural resources
inventories examine only the ground surface. Surface manifestations of
archaeological sites may be obliterated by agricultural activities or covered by —
wind or water bom deposits. The project area is not adjacent to any perennial
water courses, and previous studies have not indicated the area is particularly
sensitive for cultural resources. However, there is the possibility that cultural —
resources may exist at the site. Buried cultural resources that may exist, but were
not identified during field surveys, could be inadvertently unearthed during
ground-disturbing activities. Disturbance to or destruction of these types of _
resources could result in the demolition or substantial damage to significant
cultural resources. This impact is considered potentially significant.
Implementation of Mitigation Measure CULT-2 would reduce this impact to _
a less-than-significant level.
Mitigation Measure CULT-2: Stop Work if Cultural Resources
Are Discovered during Ground-Disturbing Activities
If buried cultural resources, such as chipped or ground stone, historic
debris, building foundations, or nonhuman bone, are inadvertently
discovered during ground-disturbing activities, work will stop in that
area and within 100 feet of the find until a qualified archaeologist can
assess the significance of the find and, if necessary, develop appropriate
treatment measures in consultation with the County of San Joaquin —
Community Development Department, the State Historic Preservation
Officer, and other appropriate agencies. Treatment measures may
excavation, interpretation,or detailed documentation. —
If cultural resources are discovered during construction activities, the
construction contractor and lead contractor compliance inspector will _
verify that work is halted until appropriate treatment measures are
DeSilva Gates Quarry Project —
Draft Environmental Impact Report 3.E-8
J&s 05105.05
