San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Geology,Soils,and Seismicity <br /> Policies <br /> 1. The risk to human safety and property from seismic and geologic hazards <br /> shall be considered in determining the location and intensity of <br /> development and the conditions under which it may occur. <br /> 2. Facilities necessary for emergency services,major utility lines and facilities, <br /> manufacturing plants using or storing hazardous materials,high-occupancy <br /> structures(such as multifamily residences and large public assembly <br /> facilities),and facilities with housing-dependent populations(such as <br /> prisons,schools,and convalescent centers)shall not be located within 1/8 — <br /> mile of any active fault. <br /> 3. Facilities necessary for emergency services should be capable of <br /> withstanding a maximum credible earthquake and remain operational to — <br /> provide emergency response. <br /> Implementation _ <br /> L Open Space. The following areas of the County shall be planned for open <br /> space to limit exposure of people and structures to hazards: <br /> (b)Slopes with Landslide susceptibility Rating I.(Planning) <br /> 2. Building Requirements. The County shall continue to comply with state <br /> regulations,shall require studies where necessary for geologic information, <br /> and shall require mitigation of seismic or unstable geologic hazards for new <br /> construction. (Building Inspection) <br /> 5. Erosion Control. The County shall: <br /> (a)include erosion and sediment control regulations in the Development <br /> Title;(Planning) <br /> (b)support soil conservation and restoration efforts of the U.S. Soil <br /> Conservation Service and the Resource Conservation Districts; (Planning) <br /> (c)promote the planting of vegetation to decrease loss of soil by erosion. — <br /> (Agricultural Commissioner) <br /> Resources: Extractive Resources <br /> Objectives <br /> 3. To provide for the production of extractive resources while protecting <br /> people,property,and the environment from hazards caused by resource <br /> extraction. <br /> Policies <br /> 2. The County shall continue to require a permit <br /> for all resource extraction activities.
