Protection of Deposits. <br /> (a) All development in areas of significant sand and gravel deposits,as <br /> identified by the State Mines and Geology Board,shall require a <br /> discretionary permit,conditioned to protect the resources.(Planning) <br /> 3. Reclamation Plan. A reclamation plan,in accordance with the State Surface <br /> Mining and Reclamation Act,shall accompany all applications for mining <br /> or mineral extraction use permits.(Planning) <br /> Water resources and quality objectives and policies are closely related to <br /> geology,seismicity,and soils objectives and policies and are presented separately <br /> in section 3.G, "Surface Water, Stormwater, and Water Quality,"of this <br /> document. <br /> Impact Analysis <br /> Approach and Methodology <br /> Impacts related to geology, soils, and seismicity were assessed based on the <br /> results of technical reports prepared for the Project,on other available data,and <br /> .. of analysis of these data. Construction and operation activities could result in <br /> direct and indirect impacts on Geology, Soils,and Seismicity caused by ground <br /> disturbance or vegetation clearing as part of project construction and/or as a <br /> result of project operations. <br /> Analysis focused on the proposed Project's potential to increase the risk of <br /> ` personal injury, loss of life, and damage to property as a result of existing <br /> geologic conditions in the project area. This impact analysis assumes that the <br /> project Applicant will conform to the latest CBSC standards, County General <br /> Plan standards,and NPDES requirements. <br /> The thresholds of significance found in the State CEQA Guidelines(discussed <br /> below)were used to determine the significance of these impacts. <br /> Thresholds of Significance <br /> Based on the State CEQA Guidelines,the proposed Project would result in a <br /> significant impact on Geology, Soils, and Seismicity if it would: <br /> 0 <br /> ■ expose people or structures to rupture of a known earthquake fault,as <br /> delineated on the most recent Alquist-Priolo Earthquake Fault Zoning Map <br /> issued by the State Geologist for the area or based on other substantial <br /> evidence of a known fault; <br /> ■ expose people or structures to strong seismic ground shaking; <br /> DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report 31-11 <br /> As 05105.05 <br />
