San Joaquin County Community Environmental Setting, Impacts,and Mitigation Measures <br /> Development Department Hazards and Hazardous Materials <br /> New tanks must be properly constructed under state or locally developed <br /> guidelines(San Joaquin County 1992). <br /> Vector-Borne Disease Control within San Joaquin County <br /> The San Joaquin County Mosquito and Vector Control District, formed under <br /> state law,as described above,works to control disease vectors within the County. <br /> The San Joaquin County West Nile Task Force,comprised of representatives <br /> from San Joaquin County agencies including the San Joaquin County Mosquito <br /> and Vector Control District,Public Health Services, Environmental Health <br /> Services,Agricultural Commissioner's Office,the Office of Emergency Services, <br /> and the Media and Communications Office,publishes fact sheets and newsletters <br /> to inform County residents of the dangers of West Nile virus and how to protect <br /> against infection, including the reduction of mosquito breeding habitat. <br /> The San Joaquin County EHD administers the County's Vector Control Program. <br /> The purpose of the program is to reduce vector nuisance complaints and the <br /> potential health threat of flies,cockroaches or other vectors associated with — <br /> human disease. Annual inspections are conducted at egg-laying poultry ranches <br /> with over 12,000 birds and at animal kennels located in the unincorporated areas <br /> of the county pursuant to the Ordinance Code of San Joaquin County Section 5- <br /> 2300 through 5-2401. No specific County ordinances pertain to managing <br /> mosquito breeding habitat. <br /> San Joaquin County Airport Land Use Plan <br /> The San Joaquin County Airport Land Use Plan (amended in 1993)gives a — <br /> summary of the airports and airport land use restrictions within San Joaquin <br /> County. The airport land use guidelines control both the heights of structures and _ <br /> types of land uses that fall within an "area of influence"of an existing airport. <br /> The airports nearest the project site within San Joaquin County are the New <br /> Jerusalem Airport,which is approximately 3.5 miles northeast of the site,and the <br /> Tracy Municipal Airport,which is more than 8 miles northwest of the site. The <br /> Crows Landing Flight Facility is located more than 20 miles to the southeast in <br /> Stanislaus County. The project site is not located within an area of influence of — <br /> either the New Jerusalem Airport or the Tracy Municipal Airport. Although the <br /> provisions of the San Joaquin County Airport Land Use Plan are not applicable <br /> to the project site, the operator may be required to file FAA Form 7460-1 "Notice _ <br /> of Proposed Construction or Alteration."
