.,, San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures Development Department Hazards and Hazardous Materials Impact Analysis Approach and Methodology The impact analysis is based on the proposed facilities and activities and whether they would pose hazards to the environment or to employees through the use or disposal of hazardous substances and exposure to flooding or fires. The thresholds of significance found in the State CEQA Guidelines(discussed below) were used to determine the significance of these impacts. Thresholds of Significance Based on the State CEQA Guidelines and County programs,the proposed Project would result in a significant impact related to hazards and hazardous materials if it would ■ create a significant hazard to the public or the environment through the routine transport,use,or disposal of hazardous materials; ■ create a significant hazard to the public or the environment through reasonably foreseeable upset and accident conditions involving the release of hazardous materials into the environment; ., ■ emit hazardous emissions or involve handling hazardous or acutely hazardous materials, substances,or waste within 0.25 mile of an existing or proposed school; ■ be located on a site that is included on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5 and, as a result, would create a significant hazard to the public or the environment; .. ■ be located within an airport land use plan area or, where such a plan has not been adopted,be within 2 miles of a public airport or public use airport and result in a safety hazard for people residing or working in the project area; ■ be located within the vicinity of a private airstrip and result in a safety hazard for people residing or working in the project area; ■ impair implementation of or physically interfere with an adopted emergency response pian or emergency evacuation plan; ■ expose people or structures to a significant risk of loss,injury,or death involving wildland fires, including where wildlands are adjacent to urbanized areas or where residences are intermixed with wildlands; or ■ expose people to a significant risk of injury or death involving vector-borne disease, including the creation or perpetuation of vector populations.
