San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Hazards and Hazardous Materials <br /> Impact HAZ-7: Located within 2 Miles of a Public Airport <br /> or Private Airstrip and Result in a Safety Hazard for <br /> People Residing or Working in the Project Area (No <br /> Impact) <br /> The airports nearest the project site are the New Jerusalem Airport, <br /> approximately 3.5 miles northeast of the site; the Tracy Municipal Airport,which <br /> is more than 8 miles northwest of the site;and the Crows Landing Flight Facility, <br /> which is located more than 20 miles to the southeast. The project site is not — <br /> within 2 miles of a public airport or public use airport and does not have the <br /> potential to result in a safety hazard for people residing or working in the project <br /> area. No impacts would occur. No mitigation is required. _ <br /> Impact HAZ-8: Expose People or Structures to a _ <br /> Significant Risk of Wildland Fires (Less than Significant <br /> with Mitigation Incorporated) <br /> The project site is not located in an area considered to be a high wildfire hazard <br /> area(San Joaquin County 2000). Quarry operations have an inherent fire risk <br /> because operations include the storage and use of flammable materials, such as <br /> oil, diesel fuel,propane, and gasoline. The storage and use of flammable <br /> materials is strictly regulated, and the Applicant would be required to prepare <br /> emergency response plans for the facility before the start of operations. <br /> However,because flammable materials would be present in the project area, <br /> there is a potential for fires to occur. Implementation of Mitigation Measure <br /> HAZ-2a,which requires the Applicant to prepare and submit an HMMP to <br /> San Joaquin County OES for any on-site storage of more than 55 gallons of <br /> a liquid, 500 pounds of a solid, or 200 cubic feet of a gas,would ensure that <br /> potential impacts related to use and storage of flammable materials at the <br /> site would be less than significant. <br /> In addition, to prevent any fires that may occur on the site from spreading to <br /> neighboring properties, the Applicant would be required to implement the fire <br /> safety recommendations of the Tracy Fire Department,which provides fire <br /> protection services to the area. Implementation of the following mitigation <br /> measure would ensure that potential fire hazards are reduced to less-than- _ <br /> significant levels. <br /> Mitigation Measure HAZ-8: Implement Fire Safety _ <br /> Recommendations of the Tracy Fire Department <br /> In addition to meeting the requirements of the Business Plan Act(see <br /> Mitigation Measure HAZ-2a),the operator shall have the San Joaquin <br /> County Fire Department perform an initial fire safety inspection before <br /> the start of operations, as well as annual inspections during the life of the <br /> proposed Project. After each inspection,the operator shall implement <br /> any requirements or recommendations of the fire department.
