San Joaquin County Community Environmental Setting, Impacts,and Mitigation Measures Development Department Hazards and Hazardous Materials listed as a"contaminated"or"potentially contaminated"site on a Superfund or other National Priority List(NPL);therefore,the Project would not result in a significant hazard to the public or the environment through exposure to such sites. The nearest hazardous waste and/or substances site is referred to as the Tracy Defense Depot site and is located approximately 1.5 miles southeast of the City of Tracy along Chrisman Road(DTSC web site;EPA web site). This site is approximately 6 miles north of the project site. Although it is unlikely that hazardous materials would exist on-site in excess of acceptable exposure concentrations established by EPA, due to the historical agricultural use of the site there is a potential that soils at the site contain environmentally persistent pesticides. In order to ensure that personnel working at the site are not exposed to these substances during excavation or material processing,the following mitigation measure would be incorporated into the Project to ensure that potential impacts related to potentially contaminated soils are reduced to less than significant levels. Mitigation Measure HAZ-5: Perform Soil Sampling for Environmentally Persistent Pesticides Prior to Excavation Prior to excavation at the site, the operator shall perform soil sampling to determine if environmentally persistent pesticides are present. The ` sample results shall be compared to the EPA preliminary remediation goals(PRGs)for the various substances. The applicable PRGs can be found at the EPA web site(bttp://www.epa.gov/region09/waste/sfund/ prg/index.html). In the event that the results indicate the presence of a ` substance in excess of the applicable PRG, subsequent remediation shall occur to reduce the health risk. Remediation may consist of removal of the contaminated materials. Impact HAZ-6: Impair Implementation of or Physically Interfere with an Adopted Emergency Response Plan or Emergency Evacuation Plan (Less than Significant) ` The proposed Project will undoubtedly result in an increase in truck traffic during operation of the quarry. However,as described in section 3.L,"Traffic,"the increased project-related traffic would not substantially alter traffic patterns in the area. Further,the Project does not involve substantial road construction activities,and the truck haul route would direct truck traffic away from the Koster Road/SR 132 interchange,which is likely to be used as the shortest route to the site for emergency response vehicles traveling from Tracy. The Project does not propose any road closures or detours. Any emergency plans that incorporate the project area would therefore not be substantially affected by the implementation of the project.
