San Joaquin County Community Environmental Setting, Impacts,and Mitigation Measures <br /> Development Department Hazards and Hazardous Materials <br /> listed as a"contaminated"or"potentially contaminated"site on a Superfund or <br /> other National Priority List(NPL);therefore,the Project would not result in a <br /> significant hazard to the public or the environment through exposure to such <br /> sites. The nearest hazardous waste and/or substances site is referred to as the <br /> Tracy Defense Depot site and is located approximately 1.5 miles southeast of the <br /> City of Tracy along Chrisman Road(DTSC web site;EPA web site). This site is <br /> approximately 6 miles north of the project site. <br /> Although it is unlikely that hazardous materials would exist on-site in excess of <br /> acceptable exposure concentrations established by EPA, due to the historical <br /> agricultural use of the site there is a potential that soils at the site contain <br /> environmentally persistent pesticides. In order to ensure that personnel <br /> working at the site are not exposed to these substances during excavation or <br /> material processing,the following mitigation measure would be <br /> incorporated into the Project to ensure that potential impacts related to <br /> potentially contaminated soils are reduced to less than significant levels. <br /> Mitigation Measure HAZ-5: Perform Soil Sampling for <br /> Environmentally Persistent Pesticides Prior to Excavation <br /> Prior to excavation at the site, the operator shall perform soil sampling to <br /> determine if environmentally persistent pesticides are present. The <br /> ` sample results shall be compared to the EPA preliminary remediation <br /> goals(PRGs)for the various substances. The applicable PRGs can be <br /> found at the EPA web site(bttp://www.epa.gov/region09/waste/sfund/ <br /> prg/index.html). In the event that the results indicate the presence of a <br /> ` substance in excess of the applicable PRG, subsequent remediation shall <br /> occur to reduce the health risk. Remediation may consist of removal of <br /> the contaminated materials. <br /> Impact HAZ-6: Impair Implementation of or Physically <br /> Interfere with an Adopted Emergency Response Plan or <br /> Emergency Evacuation Plan (Less than Significant) <br /> ` The proposed Project will undoubtedly result in an increase in truck traffic during <br /> operation of the quarry. However,as described in section 3.L,"Traffic,"the <br /> increased project-related traffic would not substantially alter traffic patterns in <br /> the area. Further,the Project does not involve substantial road construction <br /> activities,and the truck haul route would direct truck traffic away from the <br /> Koster Road/SR 132 interchange,which is likely to be used as the shortest route <br /> to the site for emergency response vehicles traveling from Tracy. The Project <br /> does not propose any road closures or detours. Any emergency plans that <br /> incorporate the project area would therefore not be substantially affected by the <br /> implementation of the project.
