The County has established <br /> policies and regulations concerning the generation and control of noise that could <br /> adversely affect its citizens and noise-sensitive land uses. The County General <br /> .,, Plan is a document required by state law that serves as the County's"blueprint" <br /> for land use and development. The General Plan sets an overall framework for <br /> development in the county and protection of its natural and cultural resources; it <br /> i. is a comprehensive, long-term document that provides details for the physical <br /> development in the county, sets policies,and identifies ways to put the policies <br /> into action. The noise element of the County General Plan contains planning <br /> guidelines relating to noise and identifies goals and policies to support <br /> ` achievement of those goals. Noise element guidelines relate primarily to land <br /> use compatibility with noise sources that are regulated at the local level, such as <br /> traffic, aircraft,and trains. <br /> t. <br /> The County's noise ordinance is the primary enforcement tool for operation of <br /> locally regulated noise sources such as mechanical equipment and construction <br /> activity. <br /> Following is a brief discussion of the General Plan policies and noise ordinance <br /> regulations implemented in San Joaquin County. <br /> County of San Joaquin General Plan Noise Element <br /> The noise section of the San Joaquin County General Plan states that 65 dB Lm, <br /> or less is considered acceptable for residential development and that development <br /> shall be planned and designed to minimize noise interference from outside noise <br /> _ sources. For schools,group-care facilities,and hospitals, 60 dB L& or less is <br /> considered acceptable. This is a planning standard and not an enforceable <br /> regulation. <br /> County of San Joaquin Municipal Code <br /> San Joaquin County's regulation relating to noise is contained in Chapter 9- <br /> 1025.9 from the County's Development Title.
