San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Noise <br /> ordinance. Further,noise associated with work performed by private or public <br /> utilities in the maintenance or modification of its facilities are also exempted <br /> from the provisions of the County's noise ordinance. The regulations pertaining <br /> to stationary and transportation noise sources are discussed below. <br /> Stationary Noise Sources. The County's code stipulates that proposed noise- <br /> sensitive land uses that will be affected by stationary noise sources shall be — <br /> required to mitigate the noise from these stationary sources so that resulting noise <br /> levels do not exceed the noise level standards specified in Table 33-3. This <br /> provision does not apply to proposed noise-sensitive land uses on infill lots. — <br /> Further,the County's code stipulates that noise from new stationary sources or <br /> the expansion of existing stationary sources shall be mitigated so as not to exceed <br /> the noise level standards specified in Table 3.J-3. — <br /> Table 3.J-3. Maximum Allowable Outdoor'Noise Exposure from Stationary <br /> Sources _ <br /> Daytime Nighttimeb <br /> Noise Level Descriptor (7:00 a.m.-10:00 p.m.) (10:00 p.m.-7:00 a.m.) <br /> Hourly(dBA,Les) 50 dBA 45 dBA <br /> Maximum level(dBA,L..) 70 dBA 65 dBA <br /> a Where the location of outdoor activity areas is unknown or is not applicable,the noise _ <br /> standard shall be applied at the property line of the receiving land use. When <br /> determining the effectiveness of noise mitigation measures,the standards shall he <br /> applied on the receiving side of noise barriers or other property line noise mitigation <br /> measures. — <br /> b Each noise level standard specified shall be reduced by 5 dB for impulsive noise, <br /> single-tone noise,or noise consisting primarily of speech or music. <br /> In cases where the ambient noise level exceeds the County noise standard,the <br /> County normally applies a standard equal to the ambient noise level plus 3 dB <br /> (Appendix N). — <br /> Transportation Noise Sources. The County's code stipulates that proposed <br /> noise-sensitive land uses (excluding noise-sensitive land uses on infill lots)that <br /> will be affected by existing or planned transportation noise sources shall be <br /> required to mitigate the noise so that the resulting noise levels do not exceed the <br /> noise level standards specified in Table 3.J-3.
