San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Public Services and Utilities <br /> — <br /> Impact PUB-4: Increased Demand for Fire Protection and <br /> Emergency Services Resulting in Alteration or Need for <br /> Expansion of Services (Less than Significant with <br /> Mitigation Incorporated) <br /> •- Quarry operations have an inherent fire risk because operations include the <br /> storage and use of flammable materials, such as oil, diesel fuel,propane, and <br /> gasoline. The storage and use of flammable materials is strictly regulated,and <br /> the Applicant would be required to prepare emergency response plans for the <br /> facility before the start of operations. The Fire Protection District's primary <br /> concern regarding the proposed Project is the potential for fire hazards posed by <br /> — the storage of flammable liquids. If these fuels spill and ignite,they could carry <br /> a fire into dry grass and brush. This impact is considered potentially <br /> significant because the proposed storage of flammable liquids could increase <br /> the potential for on-site or adjacent Fres. <br /> Implementation of Mitigation Measure HAZ-2a,which requires the <br /> Applicant to prepare and submit a Hazardous Materials Management Plan, <br /> and Mitigation Measure HAZ-8,which requires implementation of the fire <br /> safety recommendations of the Tracy Fire Department, would ensure that <br /> potential fire hazards are reduced to less-than-signifleant levels. <br /> Impact PUB-5: Increased Demand for Police Services <br /> Resulting in Alteration or Need for Expansion of Services <br /> (Less than Significant) <br /> Implementing the proposed Project has the potential to increase the occurrence of <br /> crimes such as malicious mischief and theft, which are common to rural areas. <br /> However, quarry operations would not require an increase in police services <br /> because the site is private property, and access by the public has historically been <br /> and would continue to be restricted. In addition, the site would be fenced, <br /> warning signs would be posted, and security would be provided in order to <br /> ensure public safety, thus requiring no additional services from local police <br /> forces. This impact is considered less than significant. No mitigation is <br /> required. <br /> Impact PUB-6: Increased Demand for Schools, Libraries, <br /> or Parks and Recreational Facilities Resulting in <br /> Alteration or Need for Expansion of Services (No Impact) <br /> The Project is not anticipated to directly, or indirectly, induce growth in the area <br /> because the Project does not include construction of new housing and would not <br /> create a substantial amount of new employment opportunities, nor would the <br /> ,. Project remove an existing barrier to development (e.g., expansion of a public <br /> sewer system).
