San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Public Services and Utilities <br /> result in a substantial increase in demand for schools, libraries,or parks and <br /> recreational facilities(e.g.,a high-density residential subdivision)such that <br /> substantial physical deterioration of these services would occur. Further,the _ <br /> Project does not include construction or expansion of any of these services or <br /> facilities that could themselves have an impact on the environment. There <br /> would be no impact. No mitigation is required. <br /> Impact PUB-7: Increased Demand for Road Maintenance <br /> Facilities Resulting in Alteration or Need for Expansion of <br /> Road Maintenance Services (Less than Significant with <br /> Mitigation Incorporated) _ <br /> Quarry operations would result in an increase in the amount of traffic along the <br /> area road system. This traffic would consist of trucks hauling equipment and <br /> processed aggregate and return trips following delivery of materials to <br /> customers/job sites. The proposed haul routes are as follows: Incoming traffic <br /> would approach on Interstate 5 and exit onto Vernalis Road,traveling west, then <br /> travel south on Bird Road,east on Blewett Road, and north on Koster Road to the <br /> site entrance. Outgoing traffic would exit the site at the same point,turning south <br /> (right)on Koster Road,and following the same route in reverse. <br /> While some of the incoming trucks would be carrying equipment,most would be <br /> empty. Outbound trucks, fully loaded with processed aggregate,would therefore <br /> weigh an average of 20-25 tons more than when they entered the site. This — <br /> additional weight could accelerate the degradation of roads along the existing <br /> haul route. The impact would be greatest on county-maintained roads,especially <br /> Blewett, which is the longest portion of the haul route and contains two bridges, _ <br /> but Bird Road, SR 132 (Vemalis Road), and Interstate 5 would also experience <br /> increased loads. <br /> Based on the existing condition of Koster Road and the condition of segments of <br /> Blewett Road between Koster Road and Bird Road, the addition of project- <br /> related traffic could result in significant structural impacts on Koster Road and _ <br /> Blewett Road resulting in an increased demand for road maintenance services. <br /> Mitigation Measure TR-4, described in section 3.L, "Transportation and Traffic," <br /> requires the project to contribute a fair share towards the reconstruction of <br /> segments of Koster Road and Blewett Road. Implementation of Mitigation <br /> Measure TR4 would reduce these impacts to a less-than-significant level. <br /> Impact PUB-8: Increased Demand for Flood Control <br /> Resulting in Alteration or Need for Expansion of Flood <br /> Control Services (No Impact) <br /> The project area is relatively flat. The site drains generally to the northeastern <br /> portion of the site.
